About the Position: Serves as technical Subject Matter Expert (SME) in geotechnical engineering, geotechnical project oversite, lab analysis and instrumentation providing support to local district and as a regional asset providing consulting, review, mentoring, and assistance to local, regional, and national work.

Duties

Serves as a Subject Matter Expert (SME) for geotechnical engineering design involving work on a broad range of activities concerning civil works coastal navigation, dam and levee safety, and flood protection projects. Mentors and coaches other section members on technical issues that impact the quality and timely execution of the section’s work products and provides District Quality Control (DQC) review of the section’s geotechnical engineering work products. Serves as lead geotechnical design team member providing geotechnical engineering expertise through all phases of a project, directing design studies and computations of features concerning principles of various aspects of geotechnical engineering. Consults on matters of specialization with engineers and, geologists on a District, Regional or National basis; Serves on District project delivery teams (PDTs), Agency Technical Review (ATR) teams, and on regional and interregional technical teams. Directs field investigations involving various aspects of geotechnical engineering, including installation of monitoring wells, inclinometers, piezometers, and other geotechnical monitoring instrumentation. Uses State-of-the- Practice and appropriate geotechnical engineering computer software and has a working knowledge of the application of GIS and CADD during preparation of models and design drawings. With respect to Architect-Engineer (A-E) contract work, writes Scopes of Work (SOW's), develops budgets, prepares geotechnical portion of the government estimates, performs technical evaluations for geotechnical engineering work. Prepares correspondence and engineering reports and presents technical data in response to inquiries from senior management and higher headquarters, other Federal agencies, state and local governments, and other organizations

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This position requires a Professional Engineering (PE) license at the GS-13 level.

Specialized experience is defined as: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Serving in a senior-level role, leading, coordinating, and overseeing subsurface investigations, geotechnical analyses, design and management of products in support of flood control projects such as levees, dams, and/or floodwalls as well as functioning as a technical expert in levee and/or dam safety inspections and risk assessments; 2) using computer software and applications to address projects involving geotechnical analyses, as well as borings and soil/rock testing to define subsurface conditions for use in a broad range of complex seepage, stability, settlement and foundation evaluations that are the basis for design reports and contract documents for both new projects and designs of remedial measures at existing projects; 3) providing technical guidance and overseeing the work of junior engineers, performing detailed quality assurance and quality control reviews of geotechnical products; and 4) providing expert-level advice and assistance on the overall geotechnical engineering discipline, and/or on use, analyses and a high-level understanding of geotechnical instrumentation, geotechnical lab analysis, and geotechnical engineering aspects of projects and plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
