The primary purpose of this position is to monitor compliance of environmental service contracts; to ensure that contractors fulfill their responsibilities for controlling product quality in accordance with contractual requirements and that finished products conform to specifications.

Duties

Review contractor production activities and capabilities for contract quality requirements. Perform administrative responsibilities. Verify, record and maintain all documentation related to the Environmental service contract. Performs work planning responsibilities. Plans on a quarterly or longer basis the overall use of work center personnel and other resources. Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Support the Quality Assurance Director and Superintendent, in quality assurance functions. Functions as facility manager for the aircraft wash facilities. Ensures buildings are kept clean and scheduled for environmental compliance inspections.

  • Knowledge of the principles, functions, and processes of management.
  • Duties include additional training as Quality Assurance Evaluator for McChord AFB service contracts.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Quality Assurance Series, 1910. INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR SPECIALIZED EXPERIENCE: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. Knowledge of environmental practices, aircraft wash, facility and production maintenance processes. Knowledge of inspection, test, and measurement techniques. Knowledge of the relationship of quality assurance to other activities such as contract administration, supply, engineering. Knowledge of materials handling and storage. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. Knowledge of environmental practices, aircraft wash, facility and production maintenance processes. Knowledge of inspection, test, and measurement techniques. Knowledge of the relationship of quality assurance to other activities such as contract administration, supply, engineering. Knowledge of materials handling and storage. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials. Skill in conducting studies, investigations, problem analysis, and developing logical and documented recommendations. Skill in written and oral communications. Skill in computer keyboarding and Microsoft program applications. Skill in establishing effective interpersonal relationships. Skill in using a variety of tools, e.g., flashlight, magnifying glass, grease gun. Ability to maintain an organized work area. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
