About the Position: Develops and manages Chicago District's Asset Management Program to provide lifecycle maintenance and capital improvement planning for navigation, flood risk management, aquatic ecosystem restoration, environmental stewardship, and recreation facilities and infrastructure at field operating locations in Indiana, Illinois, and Wisconsin. Supervises a team of Operations Support Specialists supporting the operations and maintenance of those same locations.

Duties

Leads development and prioritization of the District’s short- and long-range investment strategies, including capital improvement planning, asset renewal programming, and lifecycle maintenance scheduling. Establishes, organizes, trains, and ensures compliance with asset management policy, guidelines, strategy, objectives, and plans. Oversee standardization and use of the District’s computerized maintenance management system by operating locations to feed long-range maintenance and capital improvement planning. Collects and analyzes maintenance, technical, and budget data and key performance indicators to communicate the condition of District assets, metrics and trends, and plans and priorities for action. Supervises a team of specialists providing maintenance planning, environmental compliance, electronic controls, and cybersecurity support to field operating locations. Uses knowledge and experience of operations and maintenance programs, asset management, budget processes, capital improvements, systems reliability, and levels of service concepts to coordinate activities between field and headquarters staff. Advises Branch Chief, Division Chief, District Commander and other District leaders, and maintains partnerships with other regional and national program managers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY (Temporary Duty) travel may be required up to 10% of the time.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Incumbent must possess a valid State motor vehicle operator's license prior to appointment and maintain as position requires frequent travel to field project sites.
  • This position supervises less than 25%, making it a Code 4 Supervisor. First digit of the CL will remain 0. Code 4 supervisors are ineligible for union membership under the CSRA and are also coded"8888" under their BUS code.

GS-12 Specialized Experience: One year of specialized experience which includes: performing in-depth analysis of programs; analyzing and recommending potential improvements to automated information management systems; utilizing automated resource management programs; utilizing automated office software applications such as Excel, PowerPoint and Pivot tables; conducting financial or budgetary studies and analysis; ensuring adequate funding for programs and projects; and developing, preparing and submitting budgetary proposals and changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
