This position is located in the Division of Minerals, Fluids Team.
Duties
Explain technical issues to a variety of individuals from within and outside of the agency or organization.
Lead, conduct, and complete program reviews of various inspection, enforcement, and compliance program activities.
Use communication skills in group settings to generate ideas and find solutions.
Draft Instruction Memorandums, Information Bulletins, and other formal correspondence on program procedures and policy matters.
Provide leadership to accomplish the goals for an organization by guiding and motivating others and gaining the confidence and active support of internal and external customers and stakeholders.
Apply mineral leasing laws, oil and gas policies and procedures pertaining to federal oil and gas leases.
Develop, implement, monitor, and report on annual oil and gas inspection and enforcement strategy.

- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
- You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
- The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
- Must possess and maintain a valid state driver’s license and a US Government Motor Vehicle Operator’s Identification Card for the duration of the appointment.
- This is a bargaining unit position represented by the National Treasury Employees Union Chapter 340.
- You must be able to operate a 4-wheel drive vehicle to conduct inspections.
- Must attend formal Automated Fluid Minerals Support (AFMSS) training to acquire the skills and knowledge needed to enter data accurately and consistently into the system.
Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) overseeing the implementation of the oil and gas inspection, enforcement, and compliance program across an organization; (2) developing and implementing operating policies and regulations governing fluid mineral lease, production and plugging activities; (3) developing curriculum and teach national and local investigation and enforcement (I&E) trainings with an emphasis on support of an I&E certification program; (4) conducting program reviews and prepare briefings/reports on findings and decisions; and (5) providing technical expertise and guidance to staff, solicitors and managers.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
SELECTIVE FACTOR: This position performs duties as an Engineering Technician (Petroleum), and full certification as a Petroleum Engineering Technician (PET) is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. You must provide a copy of your certification.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
Education
There is no substitution of education for experience at the GS-13 grade level of this announcement.
