About the Position: This position is located within the US Army Corps of Engineers, Huntington District, Contracting Division where you will function as a dual-hatted Contracting Division Deputy and Branch Chief performing planning and coordination of contract preparation, negotiations and contract management utilizing negotiation procedures and sealed bid methods of acquisition to execute the District's programs.
Duties
Function as Contracting Officer on all significant (high dollar, complex, or special interest) contracts.
Provide technical direction by utilizing all existing acquisition regulations and policies through subordinate team leaders over procurement and contracting activities on Architect-Engineer, Construction, Supply and Service projects.
Provide acquisition technical support in all areas of the pre-award and post-award phases.
Monitor and analyze progress to assure timeliness, quality, and compliance with all contract requirements.
Exercise staff supervision over all functional phases of contracting performed in the District.
Assist Contracting Division Chief with planning, scheduling, coordinating, supervising, and accomplishing programs and functions within Contracting Divisions responsibility.
Develop long range organizational plans and goals, assign work to subordinates, and determine work schedules and priorities.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months as of entrance on duty.
- This position requires a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Requirement for Supervisory Contract Specialist:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes administering terms and condition of contract, solicitation, negotiating and awarding contracts and contract modification; reviewing award packages and contract files for compliance with policies and procedures; writing determination and justification documents for contracts; and developing acquisition requirements to include leading negotiations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
