THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE BARGAINING UNIT POSITION. This National Guard position is for a ENVIRONMENTAL PROTECTION SPECIALIST, Position Description Number T5002000 and is part of the Montana Army National Guard, CFMO. Duties

This position is located in the Environmental Management function at ARNG bases. Serves as the installation environmental program manager, providing expert technical advice directly to the Commander on National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Space, Hazardous Waste and various other environmental programs. Represents the commander at various installation environmental meetings to ensure compliance with policies, regulations, and federal, state, and local statutes. Serves as the single point of contact for the initiation, development, and execution of all environmental activities and development of installation regulatory guidance. Accomplishes long range base planning of environmental programs. Serves as the Environmental Program Manager for the ARNG and supported tenants which involves the implementation and monitoring of various environmental programs as outlined in ARNG regulations, directives and policy guidance such as: air and water permitting, Installation Compatible Use Zone Studies, solid and hazardous waste disposal and handling programs, pollution control, PCB disposal management, underground storage tank management, Environmental Compliance Assessment and Management Program, IRP, cultural and natural resources, endangered species, historical sites and archeology management, etc. Interprets and implements policy and directives. Identifies and resolves environmental problems to include the development of Environmental Assessments EA, Environmental Impact Statement, Spill Prevention Control and Countermeasures Plans, etc. and managing all programs properly to ensure environmental compliance. Reviews plans, specification designs, etc. prepared for the purpose of ensuring conformance with environmental standards. Provides related environmental compliance guidance for the operation and maintenance of ARNG facilities and utility systems, such as solid and hazardous waste disposal, fuel storage and dispensing, etc. Coordinates ARNG level facility environmental plans, programs and projects. Serves as primary point of contact to regulatory agencies on environmental matters to civilian authorities for installation project development that may have an impact on surrounding communities dictated by the NEPA for federal, state and local notification of air and water quality construction, toxic and hazardous waste permits and other environmental projects, and initial and ongoing IRP efforts. Serves as the ARNG contact and spokesperson with local, federal and state regulators. Develops regulations and directives and management plans required to establish an environmental program that complies with federal, state, and local regulations. Uses agency directives as broad policy in developing these regulations. Reviews, initiates corrective action, coordinates with NGB on all notices of violations, compliance orders, notices of noncompliance, and other related environmental violations. Conducts surveys, inspections, and evaluates activities to identify and initiate corrective actions for environmental deficiencies. Functions as the ARNG Environmental Management Coordinator and responsible for developing and managing the base environmental program to conform to federal, state, and local rules and regulations. Develops and manages base environmental training programs. Prepares and manages detailed operating plans and base regulations. Maintains applicable federal, state and local environmental standards, regulations and laws. Responsible for implementation, administration, and records maintenance of the hazardous waste management training program for ARNG personnel. Manages the environmental permitting process to include air, wastewater discharge, pretreatment discharges, drinking water, and hazardous waste storage disposal or transportation. Develops the ARNG Environmental Program State Operating Budget ensuring that valid cultural and natural resources program requirements are properly identified, justified, and considered in program work plans. Reviews all environmentally related actions on work requests, real property actions, and proposed changes for environmental impact. Reviews designs for environmental compliance and initiates projects to correct environmental deficiencies. Notifies federal, state and local agencies on matters dealing with legally binding reporting requirements. Establishes procedures for ARNG underdevelopments/interagency coordination of land, facilities, environmental plans, and disagreements. Refers technical disputes which cannot be resolved by the base, state regulatory agency and/or regional EPA office to NGB. Reports immediately to the Commander on matters which impact the installation or community environment or could bring a notice of violation or fine from regulatory agencies.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain the appropriate security clearance of the position.

Qualifications

MINIMUM REQUIREMENTS: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess one of the following: A) 1 year specialized experience to at least the next lower grade that provided experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations. B) A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. C) A combination of Specialized experience and Education equal to 100% of the requirements. PLACEMENT STATUS/TENURE OF SELECTEE FOR A NON PERMANENT T5 Position: TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 permanent current employee as selectees only: This is may be an obligated position or term/indef only position. If a permanent employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 5 position. TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 Term current employee as selectees only: This is may be an obligated position or term/indef only position. If a Term employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their Term status AND may have rights to return to their previous Title 5 position (if still available). INDEFINITE APPOINTMENT - For Current Title 32 selectees (any Status) or Title 5 NTE/VRA employees: This is may be an obligated position or term/indef only position. If an on-board employee in the Title 32 or NTE T5 excepted civil service accepts this position, he/she will convert to a T5 Term appointment (tenure 3) with possible permanent status OR without possible permanent status. This employee will have NO reemployment rights to their previous T32 position; but may be reinstated to Title 5 NTE/VRA position if still available.
