About the Position: This is a Budget Officer GS-0560-13 position with the USACE, Tulsa Resource Management Office in Tulsa OK.
Duties
Interprets and interrelates program plans, resource constraints, budget proposals, cost of operations, and program accomplishments to produce reliable budgetary and managerial data and recommendations to senior leadership.
Provide budgetary and technical leadership for the development of cost estimates associated with long-range multi-year projects.
Oversee the formulation and execution of the annual three-year command-operating budget, facility budget, floating plant and other financial actions as may be directed.
Receive, distribute, and administer all funds issued to the Commander, to include annual and multi-year funding programs, allotments, allowances, obligation authorities, reimbursable, and other fund instruments.
Administer the District's overall budgetary management system, ensuring the development of plans and policies to implement higher headquarters directives for budget functions and financial operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one year supervisory probationary period is required.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.

Specialized Experience: One year of specialized experience which includes 1) Monitor budget execution to ensure conformity to financial objective. 2) Prepare an operating budget for an organization. 3) Interpreting congressional legislation on the formulation of budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
