This National Guard position is for a PROGRAM MANAGER (STRATEGIC PLANS AND TRAINING OFFICER) TITLE 5, T59117P1 and is part of the OR JFHQ, National Guard.
Duties
As a PROGRAM MANAGER (STRATEGIC PLANS AND TRAINING OFFICER) TITLE 5, GS-0340-12, the primary purpose of this position is to serve as the Officer over Strategic Plans and Training for the JFHQ-State. The incumbent is responsible for strategic planning for current and future military strategies, developing joint integration plans, joint training joint Professional Military Education and exercise programs, and to develop the action plans to implement approved joint strategies for the department. Provides information, analysis, guidance, and recommendations on matters regarding joint policy and joint force development; supporting strategic planning; execution of National Guard positions regarding international affairs issues; joint doctrine; and professional development. Serves as primary representative of DJS to provide direct planning, programming, coordinating, and overseeing all functions of the command group involving administration, policy oversight, personnel management, building operations, protocol, and both internal/external executive message coordination on behalf of The Adjutant General to the staff. Disseminate official information throughout the ORNG directorates and provide guidance in following the official staff action process. Maintains direct oversight of all community events that rise to the level of TAG or senior leadership participation. Coordinates across all levels of the organization to ensure unity of effort with planning and preparation. Provides protocol guidance to subordinate units and command group leadership to ensure proper presentation and respects are rendered during organizational events.
Coordinates and oversees development of measurable strategic timetables, goals, objectives, and milestones implementing instructions, local plans, policies, and programs. Evaluates and recommends planning strategies to develop, implement and sustain the Joint Force Headquarters Strategic Plan. Develops performance measurement tools and data collection methods for continuous monitoring of operational data to ensure that all programs are fully integrated and effective.
Reviews Department of Defense (DoD), Department of the Air Force (DAF), Department of the Army (DA), National Guard Bureau (NGB), Army National Guard (ARNG), Air National Guard (ANG) and other agency planning documents (i.e. National Military Strategy, Defense Planning Guidance, Quadrennial Defense Review, etc.) and ensures the state strategic plan remains synchronized with current topics, future initiatives and higher headquarters planning documents. Keeps abreast of technical advances in the test and evaluation field, analyzes and recommends adjustments and changes to policies, programs, and projects to improve operations and efficiencies throughout the state. Conducts statewide analysis for strategic planning, re-engineering issues, and program integration. Synchronizes and integrates strategies with Combatant Commanders, NGB, other services, supported federal and state agencies, and the federal response plan. Provides direction and guidance to directors and staff in enhancement measurement tools and management improvement ideas.
Conducts and oversees the completion of detailed studies in response to the state Adjutant General and Chief Joint Staff requests and prepares executive summaries, information papers and briefings for internal and external audiences. Studies are typically characterized by command group visibility, with significant importance to higher headquarters and staff. Tasks are unique in nature requiring the development of stand-alone processes and techniques to formulate decisions or policy. Employs advanced management principals, data compilations and the development of recommendations to affect current sources, infrastructure and future requirements.
Provides critical advice on matters related to EO policies and practices; supports subordinate units with mediation advice and support when required. Facilitates coordination between state SEEM and subordinate leaders on proper interpretation and practice of sound EO policies. Provides SME inputs to JDEC working groups in support of council's strategic objectives. Performs other duties as assigned.

Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard
Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard
Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214)
GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS:
Experience, education, or training in managing or directing one or more programs including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
Must have one year of experience equivalent to at least the next lower grade level (GS-11) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
