As a Budget Analyst in the Engineering Business Branch within the Office of the Chief Financial Officer, Institutional Resources Management Office you will be responsible for providing technical expertise and guidance on budget planning and funds execution for large support service contracts that provide engineering support to all programs and projects at the Center.
Duties
Provides guidance on general cost accounting procedures; uses complex cost accounting functions including analyses and reconciliations, financial reporting assignments, accounting control, obligations, and cost transactions.
Monitors fund balances and status of projects, recommending reprogramming of funds as needed. Reviews financial reports and resolves discrepancies with the appropriate offices.
Evaluates contractor cost proposals and supports the contracting officer during contract negotiations, including the development of in-house estimates.
Works with the Contracting Officer Representative (COR) to review variances, compare actual to projected costs, and maintain internal price lists and analyses.
Prepares reports or other working documents, such as analytical Performance Evaluation Board (PEB)/Contractor Performance Assessment Reporting System (CPARS) evaluations, related to complex program issues.
Ensures accuracy and completeness of cost transactions, reconciles service pool contracts, and does cost rollups for service pool contracts.

Requirements

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Applying financial management, cost accounting, and budgetary processes and procedures to improve program effectiveness or improve management processes/systems;
Working with the Federal/Agency financial cycle and processes to support funds management between departments, directorates, or projects;
Planning, organizing, or performing financial work, and negotiating effectively with internal and external stakeholders to accept and implement recommendations.
