The Senior Education Technician will be dedicated to providing support to all ILEADs' Client Relations teams. They will perform and lead others in the performance of duties related to all aspects of educational project/product assessment, design, development, implementation, delivery, and evaluation. They will be readily available to assist with various programs and events and will focus on how to continually improve our processes to make improvements.
Duties
This announcement is only open to current, permanent Institute for Learning, Education and Development (ILEAD), Station 131 and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other applicants will not be considered.

The major duties of this position include but are not limited to:
Subject matter expert for educational development and delivery in a variety of modalities including live virtual, face-to-face, recorded, and online content. Skilled in performing work in direct support of service line and its client.
Monitors the distribution and balance of workload for the Community of Practice (CoP) in accordance with established workflow or job specialization to assure timely accomplishment of the assigned workload, and equitability of workload.
Serves as the expert resource and coach to newly assigned project personnel, sharing knowledge and experience concerning projects, policies, and requirements in the service line's areas of responsibility.
Monitors and evaluates customer feedback and learning intervention effectiveness and communicates customer feedback and evaluation information to appropriate leadership.
Provides expert-level oversight, mentoring, and direction on taking appropriate actions to complete projects. Provides coaching to resolve simple and informal complaints.
Utilizes expertise to advise and oversee high profile/high visibility or complex program, project, or product requirements. Address any unforeseen challenges or urgent requirements that may arise related to the education technician duties.
Provides leadership for on-the-job training to new employees in accordance with established procedures and practices by providing instruction/training in specific tasks and job techniques via written, verbal, and electronic materials and supplies.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify at the GS-7 grade level, you must meet at least one of the following qualification requirements:
GS-7 Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is experience that included all or most of the following:

Providing expert-level oversight, mentoring, and direction on taking appropriate actions to complete projects. Provides coaching to resolve simple and informal complaints.

GS-7 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. (TRANSCRIPTS ARE REQUIRED) OR,
GS-7 Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a 4-year course of study leading to a bachelor's degree. (TRANSCRIPTS ARE REQUIRED)
To qualify at the GS-9 grade level, you must meet at least one of the following qualification requirements:
GS-9 Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is experience that included all or most of the following:

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS ARE REQUIRED) OR,
GS-9 Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education.(TRANSCRIPTS ARE REQUIRED)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is performed while sitting at a desk in conferences, briefings, meetings, classrooms, and
the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work may involve travel into the field to visit VHA organizational levels on related educational project matters; and may include prolonged standing, walking, and transport of instructional supplies and/or equipment more than 30 lbs.
