About the Position: Serve as a Procurement Analyst for the U.S. Army Mission and Installation Contracting Command (MICC) located at Fort Johnson, LA. *THIS IS NOT A REMOTE POSITION* Following incentives MAY be offered. -Permanent Change of Station Entitlement (PCS) -Relocation/Recruitment

Duties

Duties listed below are at the full performance GS-1102-12 grade level. Review solicitations, modifications and contract awards to ensure all laws, executive orders, regulations, and other procedural requirements have been met. Advise local command structure, contracting officers, management, and customer activities on matters relating to implementation and utilization of contracting policies and procedures. Perform internal control or quality assurance duties to include conducting internal control reviews and making internal control reports. Perform pre-award/post-award procurement functions. Conduct training of contracting personnel to improve acquisition practices. Identify problem areas or trends discovered during periodic reviews and recommend corrective actions to the MICC-Fort Johnson Commander.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.
  • You may be expected to travel up to 15% for this position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Specialized Experience: One year of specialized experience which includes 1) Conducting reviews on all types of contract actions such as acquisition strategies, source selection plans, or solicitations for compliance; and 2) Performing pre-award or post-award procurement functions such as determining contract type, method of solicitation, price/cost analysis, or resolving contract claims to complete the phases of a contract. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GS-12 Specialized Experience: One year of specialized experience which includes 1) Conducting reviews on all types of contract actions such as acquisition strategies, source selection plans, or solicitations for compliance; and 2) Utilizing acquisition laws, regulations, policies or procedural requirements to resolve contract review issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-12 ONLY) you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
