You will serve as a supporting member of Plant Protection and Quarantine (PPQ), Citrus Health Response Program (CHRP) by participating in projects using spatial data concerning plant health. Geographic Information System (GIS) products will have a broad impact on program statistical requirements and management.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Maintains high quality data standards for the creation and management of vector and raster data relative to PPQ programs. Assists in the development and maintenance of multiple geodatabases. Collaborate with internal and external government employees on GIS-related projects. Provides basic GPS and GIS training and support to field staff, prepare and maintain GPS devices for field use. Assists in processing field survey and ancillary data into decision support systems by providing mapping and data management support Creates, prepares and manages data to produce map products and perform analysis.

  • Duties are mainly preformed in an office setting; with some walking, standing and carrying light objects.
  • Field survey work may be required at times and would entail travel to field location with hiking in uneven terrain and heavy lifting possible.
  • In times of field work, adverse weathers conditions are possible ranging from extreme temperatures and precipitation events.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Providing technical support to customers and field personnel relating to GPS and GIS. Demonstrating a basic understanding of GIS methodology and associated software in order to assist with editing spatial data. Utilizing data collection systems and management of relational geodatabases. Communicating technical information orally and in writing to a variety of individuals with different needs, e.g., co-workers, management officials, customers. OR Successful completion of a full 4-year course of study leading to a bachelor's degree that included at least 18 semester hours in courses such as cartography, relevant mathematical and statistical sciences, or related sciences, e.g., physical geography or geodesy. Examples of acceptable courses include cartography, astronomy, geodesy, photogrammetry, oceanography, computer science, land surveying, geophysics, remote sensing, algebra, trigonometry, and calculus. Not more than 9 of the 18 semester hours should have been in mathematics or statistics. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-05 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
