You will serve as a SUPERVISORY OCCUPATIONAL, SAFETY, HEALTH (OSH) & ENVIRONMENTAL ENGINEER/SUPERVISORY INDUSTRIAL HYGIENIST (INTERDISCIPLINARY) in the OCCUPATIONAL SAFETY, HEALTH, AND ENVIRONMENT (OSHE) DEPARTMENT, CODE 106 of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will plan, organize, and direct the activities of Code 106, ensuring all Occupational Safety, Health, and Environment (OSHE) programs and responsibilities comply with legal and regulatory requirements and meet customer needs. You will provide technical and administrative supervision over a group of 70 civilian employees. You will develop goals and objectives that integrate organization and safety, health and environmental objectives. You will plan work to be accomplished by subordinates. You will fully support the Equal Employment Opportunity Program. You will manage the Shipyard's Hazardous Waste Storage Facility. You will maintain liaison with the Naval Medical Clinic and local medical providers.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of scientific or engineering disciplines to include chemical, industrial hygiene, safety, mechanical, nuclear, or environmental to perform duties related to Safety, Health, and Environmental programs. Experience establishing policies and procedures for accomplishment of safety, occupational health, and the environmental program. Experience supporting the agency mission, organization, operations, and channels of communication. Experience applying extensive managerial skills to effectively plan, execute and maintain safety, health, and environmental programs in compliance with applicable laws and regulations. Applicants must possess:

GS-0690 (SUPERVISORY INDUSTRIAL HYGIENIST):

• A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
• A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
• Certification from the American Board of Industrial Hygiene (external link) (ABIH).

Courses in the history or teaching of chemistry are not acceptable.

GS-0801 (SUPERVISORY OSH & ENVIORNMENTAL ENGINEER):

• Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

• Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
