Duties
Occupational Safety and Health facilitates CBP's ability to train and graduate the maximum number of physically fit law enforcement trainees possible and assists in retaining fit and healthy law enforcement personnel over their career. You will be serving as a first-line supervisor and overseeing the program's health and human performance personnel, exercise and health science programs, health and human performance research, and physical training program development. You will be providing expert consultation and services in the development, implementation, oversight, and evaluation of CBP physical training, fitness testing, fitness programming, and rehabilitation programs in order to prevent and reduce the frequency and severity of physical training and work-related injuries.
This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10).
In this position, you will be performing the below duties:
Serving as an expert in the field of exercise science, health science, and physical training, providing evidence-based expertise and advice to multiple CBP academy and field physical fitness and physical training programs as well as to academy administrative and operational components.
Directing, supervising, and managing a work group of health and human performance (i.e., health science) professionals, providing diverse programs and/or services.
Providing expert advice relating to injury prevention concepts, environmental physiology, physical techniques, training adaptation, administrative procedures, and best practices associated with physical exercise, fitness program development, fitness testing, physical training, self-defense and arrest techniques, firearms training, and other related work or training tasks requiring significant exertion and physical contact.
Providing oversight and consultation to the physical training, fitness coordinator, and rehabilitation program instructors and the administrative staff at all CBP training academies, field locations, and headquarter programs impacting fitness and health.
Supporting Safety Management System (SMS) and Operational Risk Management (ORM) practices in the field by facilitating opportunities to optimize activities and processes in the training and operational environment.
Qualifications
BASIC REQUIREMENT:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
You qualify for this position if you meet the basic requirement listed above and possess the experience or substitution of education, if applicable, as described below:
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Serving as an expert in the field of exercise science providing evidence-based expertise and advice to multiple CBP academy physical exercise and physical training programs, as well as, to academy administrative and operational field locations;
Reviewing physical training and performance requirements of trainee and incumbents' program curricula;
Developing evidence-based training physical training programs aimed at improving health, fitness, resiliency, and reducing injuries;
Preparing comprehensive written reports; making oral presentations on findings and recommendations
Carrying out the full scope of occupational safety and health responsibilities for exercise science training, education, and injury rehabilitation programs for multiple CBP training academies and in field locations where injuries are most frequent.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/04/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
