You will serve as a TRAINING SYSTEMS PROGRAM MANAGER in the SURFACE & UNDERSEA WARFARE TRAINING PRODUCTS DIVISION OR ANY DIVISION WITHIN THE ACQUISITION MANAGEMENT DEPARTMENT of NAWCTSD ORLANDO.

Duties

You will plan, direct, manage, and control all aspects of assigned projects for the NAWCTSD from initial plans through acquisition and delivery of the hardware and support systems. You will exercise centralized authority and control over resources management, such as funding, contracts, priorities, schedules and personnel, as required to ensure completion of assigned projects within the time and resources allotted. You will formulate and determine policy within the scope of assigned tasks, and on a broader level influence the policies of the Command. You will span the entire training systems acquisition process, including definition, analysis, design, development, integration of sub-systems, assigned modifications on a case-by-case basis, and field evaluation. You will identify individuals responsible for each task, obtain time and cost estimates from the individuals, establish critical milestones, and develop precise schedules and systematic review/assessment procedures. You will formulate and direct teams of multi-disciplinary professionals from various organizational elements of the NAWCTSD. You will develop acquisition strategies for the various components of the training system including the determination of which elements or phases will be performed by contractors and what criteria will be used for selection and evaluation. You will serve as the primary Command management official for liaison with appropriate SYSCOM PMs, training agencies, training support agencies, Fleet Project Team(s), and user commands in all matters related to designated projects.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of Qualifying Specialized Experience: 1) Leader/Manager of an Integrated Program Team (IPT) that has conducted both program management and risk management activities to deliver a product end item (i.e.: training system) or service; 2) Planning, evaluating, directing, and controlling acquisition, management, technical development, and financial/budget program execution to plan and/or deliver a product end item (i.e.: training system) or service; 3) Planning for and synthesizing requirements of competency areas such as technical data and information, engineering, logistics and sustainment, budget, contracts, configuration management, and other functional specialties into integrated strategies and plans to support a end-item product (systems) acquisition program; and/or 4) Assessing and monitoring progress, planning engagements and revising program planning to meet changing conditions for an end-item product (systems) acquisition program.
