As an entry level accountant assigned to the Principal Deputy Comptroller for Management/Chief Financial Officer (DCFO), you will provide basic accounting and financial reporting support for activities in Office of Chief Financial Office (OCFO). You will apply basic knowledge of accounting and financial management practices, techniques, reconciliation, and account relationships to assist others in achieving organizational goals.
Duties
As an Accountant, you will:
Assist in recurring and ad hoc responsibilities to support proper recording and documenting of accounting transactions, monthly closing processes -- including the preparation of basic financial journal vouchers and completion of account reconciliations--and internal and/or external financial reporting.
Perform routine or limited accounting, financial reporting, and financial management duties and tasks or assist higher graded accountants with more complex accounting, financial reporting, or financial management duties and tasks. Understand and interpret principles and practices of financial management and analysis, including preparing, justifying, reporting on, and executing accounting transactions.
Assist with business process improvement efforts to increase efficiency and effectiveness and assist with the review and update of functional unit policies and procedures to ensure compliance with internal and external business requirements, best practices, and standards. Apply, assess, and evaluate professional accounting principles, procedures, and techniques.
Assist other OCFO accountants with the operations and maintenance of an integrated accounting system. Review electronic output or data input products for accuracy and correctness. Ensure rejected accounting transactions are researched, corrected, and resubmitted on a timely basis. Identify and document system problems, such as erroneous sequencing of accounting data within the documents system problems.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
Basic Requirements:
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the requirements described above, the following is also required. To qualify for the NB-III level, you must have specialized experience equivalent to the next lower level, NB-II, or GS-5; OR Completion of 1 full year of graduate level education or superior academic achievement in an accredited college or university; OR a combination of experience and graduate education.
Examples of specialized experience for this position include:
Maintaining financial records and supporting documentation;
Utilizing accounting software to input and manage financial data;
Supporting accountants or auditors by providing necessary information and preparing requested documents.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
