The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to one of three operating locations for the Housing Management Section, Installation Management Flight.

Duties

Plans, organizes, and directs the activities of Housing Management Office, ensuring that housing management complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Civil Engineer Squadron with a variety of installation and functional area organizations. Directs and administers a complex housing program. Directs, organizes and plans the activities of the organization for Unaccompanied Housing (UH), Furnishings Management Operations (FMO), and Housing Relocation and Referral Services.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federal, state, agency and local housing policies, requirements, administrative practices and procedures to perform broad management planning, budgeting, scheduling and coordination of management resources for effective and efficient operation and use of housing facilities and implementation of housing policies; skill in negotiating broad program issues with counterparts in others services and agencies, community organizations and occupants; knowledge of host nations applicable laws, ordinances, codes and customs governing the construction, leasing, renting, location, operations and utilizations of housing projects or facilities and skill in developing related local plans, directives and other administrative guides. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of application of housing property/asset management principles and concepts; and of Federal and DoD housing and furnishing management principles, theory, policies, directives, and procedures. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of common business accounting principles and procedures and generally accepted financial management principles and standards, and of appropriated fund budget systems to justify budget submissions and contracting provisions to ensure proper negotiations or commitment of government funds. 6. Ability to analyze interrelated issues of effectiveness, efficiency, and productivity and develop recommendations to solve problems; to adapt precedents or make significant departures from previous approaches in order to provide for specialized requirements in varying situations; and to read and interpret construction drawings and specifications to verify construction is adhering to plans and specifications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
