This position is located within the Division of Environmental Health Services at the Office of Environmental Health & Engineering, in Polacca, Arizona, Winterhaven, California or Fort Duchesne, Utah. The specialist is responsible for independently planning, developing, and implementing a comprehensive environmental health program on the assigned reservations. Reports to the Supervisory Environmental Health Specialist.
Duties
Independently plans, implements and evaluates a comprehensive environmental health program on assigned reservations that emphasizes safe water, solid and hazardous waste management, food protection, occupational health and safety, vector control, community injury prevention, healthy homes, and institutional health.
Conducts comprehensive environmental health surveys of all IHS, BIA, and tribal facilities including; schools, head starts, day care centers, gaming facilities, health care, recreational facilities, Industrial operations and drug rehabilitation facilities on assigned reservations.
Build tribal capacity to manage environmental health hazards in their community by assisting with the development of environmental health and occupational safety policies, procedures, regulations, employee training programs ad public education materials.
Serves as a technical consultant to tribal program managers and leaders by assisting them with environmental health hazard identification and mitigation.
Performs epidemiological and infection control investigations to identify environmental factors with the potential for transmission of disease.
Serves as the Community Injury Prevention facilitator for assigned reservations by assisting assigned tribes in the development of an interdisciplinary and epidemiological approach to reduce injuries.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENTS, GS-0601:
Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. Example of education: Successful completion of a science-based bachelor's degree or higher involving a major study in an academic field related to environmental health that includes separate coursework in the three (3) fundamental areas of epidemiology, statistical methods, and toxicology. Examples of coursework: Environmental health technical topics of air quality, food protection, occupational health & safety, water & waste water, solid & hazardous waste management, and disease prevention. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Must submit transcripts.)
In addition to the Basic Requirements, you must also meet the Minimum Qualifications and Selective Placement Factor stated below.
MINIMUM QUALIFICATIONS, GS-11:
Your resume must demonstrate at least one (1) year of full-time specialized experience comparable in difficulty and responsibility to the GS-09 grade level that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. Examples include: Conducting environmental health surveys, inspections, investigations, risk assessments, program evaluations; and experience in the application of the principles of community injury prevention.
OR
Completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
Possess a combination of education and experience that when combined fully meet the minimum qualifications for this position.
SELECTIVE PLACEMENT FACTOR, Certification:
Applicants who do not meet a selective factor are ineligible for further consideration. Possession of one of the following certifications has been deemed a position requirement and evidence of meeting this Selective Placement Factor must be submitted with your application documents.
Registration as a Registered Sanitarian (RS) or Registered Environmental Health Specialist (REHS) by the National Environmental Health Association or reciprocal registration through a state registration examination.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
