Duties
The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated.
This public notice will be used to fill the positions listed below at multiple grade levels and locations.
Mathematical Statistician (Data Scientist): Grades GS-7 through GS-15
Mathematical Statistician (Informatics): Grades GS-7 through GS-15
Duties may include but are not limited to:
Identifying relevant data available, including internal and external data sources, leveraging new data collection processes such as smart meters and geo-location information, or social media and unstructured web-based data.
Communicating and working with business subject matter experts to educate the organization both from IT and business perspectives on new approaches, such as testing hypotheses and statistical validation of results.
Recommending using innovative data science strategies for ongoing improvements to methods and algorithms that lead to findings, including new information.
Providing business metrics for overall projects to show contributions and improvements from monitoring of initial stages and through multiple iterations.
Designing experiments, testing hypotheses, and building scalable data science models.
Conducting advanced data analysis and designs complex algorithms using artificial intelligence (e.g., machine learning) methods.
Qualifications
Basic Qualifications:
Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
or
Combination of education and experience: at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown above, plus appropriate experience or additional education.
Minimum Qualifications:
GS-7:
At least 1 year of graduate-level education OR
Superior academic achievement (See Education section) OR
Data Scientist: At least 1 year of specialized experience, equivalent to the GS-05 grade level in the Federal service, to include experience conducting data analysis and designs complex algorithms using artificial intelligence (e.g., machine learning) methods; and assisting in data collection analysis, and retention requirements based on the surveillance data collected OR
Informatics: At least 1 year of specialized experience, equivalent to the GS-05 grade level in the Federal service, to include experience assisting with gathering and evaluating data to develop public health information systems OR
A combination of education & experience
GS-9:
At least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree OR
Data Scientist: At least 1 year of specialized experience, equivalent to the GS-07 grade level in the Federal service, to include experience conducting data analysis and designing algorithms using artificial intelligence (e.g., machine learning) methods; providing on-going tracking and monitoring of performance of decision systems and statistical models; and assisting in preparing comprehensive reports that include discussion of substantive issues related to data science methodology for public health surveillance OR
Informatics: At least 1 year of specialized experience, equivalent to the GS-07 grade level in the Federal service, to include experience assisting with analyzing data sets/information using informatics, systems, and a variety of reporting tools to improve public health; and assisting with gathering and/or interpreting quantified information on scientific and public health issues and programs OR
A combination of education & experience
GS-11:
At least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR
Data Scientist: At least 1 year of specialized experience, equivalent to the GS-09 grade level in the Federal service, to include experience assisting in the implementation of data collection systems; producing and documenting analytic data files; and/or conducting basic statistical analyses of population, clinical, health, or administrative data OR
Informatics: At least 1 year of specialized experience, equivalent to the GS-09 grade level in the Federal service, to include experience analyzing data sets/information using informatics, systems, and a variety of reporting tools to improve public health; and gathering and/or interpreting quantified information on scientific and public health issues and programs OR
A combination of education & experience
GS-12:
Data Scientist: At least 1 year of specialized experience, equivalent to the GS-11 grade level in the Federal service, to include experience designing, conducting, and documenting statistical analyses of population, health, or administrative data related to health topics for publication OR
Informatics: At least 1 year of specialized experience, equivalent to the GS-11 grade level in the Federal service, to include analyzing complex data sets/information using informatics, systems, and a variety of reporting tools to improve public health; and collaborating or consulting on the application of statistical techniques or methods relevant to public health
GS-13:
Data Scientist: At least 1 year of specialized experience, equivalent to the GS-12 grade level in the Federal service, to include experience reviewing statistical analyses using data science methods such as machine learning and data visualizations; and working with large structured and unstructured datasets OR
Informatics: At least 1 year of specialized experience, equivalent to the GS-12 grade level in the Federal service, to include experience coordinating efforts to apply informatics standards, policies, and procedures to improve interoperability between public health agencies and other healthcare delivery; and analyzing and reporting statistical data and collaborating or consulting on the application of statistical techniques or methods relevant to public health
GS-14:
Data Scientist: At least 1 year of specialized experience, equivalent to the GS-13 grade level in the Federal service, to include experience designing, conducting, and documenting statistical analyses of population, health, or administrative data related to health topics for publication; conducting data analysis and designing algorithms using artificial intelligence (e.g., machine learning) methods; reviewing statistical analyses using data science methods such as machine learning and data visualizations; and working with large structured and unstructured datasets OR
Informatics: At least 1 year of specialized experience, equivalent to the GS-13 grade level in the Federal service, to include experience conducting data science work that requires application of data mining techniques, statistical analysis, and building high quality prediction systems integrated with public health surveillance systems.
GS-15:
Data Scientist: At least 1 year of specialized experience, equivalent to the GS-14 grade level in the Federal service, to include experience designing, conducting, and documenting statistical analyses of population, health, or administrative data related to health topics for publication; conducting data analysis and designing algorithms using artificial intelligence (e.g., machine learning) methods; and reviewing statistical analyses using data science methods such as machine learning and data visualizations, and in working with large structured and unstructured datasets OR
Informatics: At least 1 year of specialized experience, equivalent to the GS-14 grade level in the Federal service, to include experience managing, planning, developing, coordinating, and evaluating public health surveillance programs and activities related to notifiable conditions and syndromic surveillance, data science and analytical activities

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.

Superior Academic Achievement is based on a bachelor's degree with one of the following:
- Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
- 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
- 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
- Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
