The position is that of Program Support Assistant in the Research Service under the Administrative Officer, Research. The duties for this position involve administrative support to professional and non-professional personnel performing research at this VA Medical Center including specialized duties regarding the Research Program.

Duties

Duties and responsibilities include, but are not limited to: Functions as the ADPAC for Research Service, which includes troubleshooting PC, laptops, telephone, and fax problems, and submits work orders for whichever is most appropriate, for problems that employees cannot resolve. Responsible for assuring that all information technology equipment with the service is operational and functions and coordinates with IT equipment replacement/installation with all other services. Responsible for the Scope of Practice program for individual on projects, to include annual reviews by individual, PI, and ACOS/R. Assembles and summarizes data, background information, and other materials from publications and other sources. Maintains automated system of program-specific data to track items such as project milestones, progress reports, compliances strategies, etc. Utilizes the VAIRRS, ePROMISE and other databases to ensure projects have received appropriate subcommittee approvals and individuals meet VA research training requirements. Incumbent will be required to work with and have a broad understanding of the work conducted by those individuals who are responsible for various research committees and subcommittees as well as Institutional Review Boards. The incumbent will serve as a general backup for those individuals responsible for the above committees. This work will include responding to investigator requests for forms to submit grants for review by the above committees; working with technical personnel to ensure requests forms are correctly completed; submitting documentation to each committee in accordance with the individual committee requirements. The incumbent is the Research Service PIV sponsor, responsible for processing PIV cards for all Research employees, including verifying that WOC employees have a bona fide need for a PIV card. Serves as PIV sponsor/manager to initiate the employee card request process. To include Training, Security Background and finger printing. Responsible for determining which type of credential the WOC needs based on the WOCs job duties and duration of required access. The incumbent serves as the primary timekeeper for Research Services. Responsible for posting attendance and leave information to the Time and Attendance Reports daily. Aids the staff in processing authorized absence request. Ensures all entries are completed in a timely manner for certification each pay period. Works with committee and subcommittee coordinators to maintain regulatory committee rosters and appointment letters. Acts as the Research Records Liaison, creating, editing and archiving physical and electronic records for all research records. Maintains adequate filing system and electronic records of outgoing/incoming correspondence and research documents. Works with Budget Analyst on the Invoice Payment Processing System (IPPS) to ensure separation of duty. Responsible for running the On Guard Swipe access reports for the SRSS Committee. Tracking all required Research personnel training in TMS and CITI. Notifies employees out of compliance with training upon delinquency that they may not participate in any research activity until they are compliant with all training requirements. Ensuring the training tracking database is current and runs routine reports at least weekly. Enters new training requirements and downloads data from the TMS system. The incumbent runs reports prior to the Research and Development Committee for Research personnel that are not in compliance for determination of any action required. Researches and maintains service-level policies and standard operating procedures in accordance with applicable guidance, regulation, and facility policy. Ensure that all Research staff on projects have current credentialing documentation, maintains files. This includes, verifying valid VA appointment, current resume/CV, Research Scope of Practice and applicable Addendums, or Functional Statement and licensure if applicable. Works with the facility Credentialing and Privileging Coordinator to ensure that any personnel working with human subjects has the credentialing and privileging to perform procedures. Accesses and views VetPro information to verify provider status. Prepares training and credentialing verification for VAIRRS for subcommittee and Research and Development Committee review. Develops and provides routine and special reports as requested. Manages, administers, and assures accuracy, security and maintenance of operations of database systems. Provides quality control checks on data. Performs other duties as assigned. Work Schedule: Monday through Friday 8:00am-4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative support to professional and non-professional personnel performing research and management of database systems. Incumbent must have experience as an ADPAC, which includes troubleshooting PC, laptops, telephone, and fax problems, and submits work orders for whichever is most appropriate. You will be rated on the following Competencies for this position: Administration and ManagementData SystemsDatabase Management Systems Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The majority of work will be performed in the office setting. Some walking, standing, bending, and carrying of light items such as books and files will be required.
