The primary purpose of this position is to serve as a Maintenance Management Specialist in the Policy and Procedures Section with responsibility for developing, interpreting and integrating Air Force maintenance management philosophies into The Air Education and Training Command (AETC) instructions.

Duties
Plans, develops and administers command maintenance management policies and procedures, including aircraft maintenance methods and procedures technical orders, and ensures they are integrated into military, civil service and contractor operated maintenance organizations, activities and programs throughout the command.
Responsible for managing and administering the command Maintenance Standardization and Evaluation Program (MSEP)/ Maintenance Standardization Evaluation Team (MSET) program and providing technical advice to aircraft/ trainer maintenance quality assurance (QA) personnel overseeing work performed by Air Force (AF) and contractor personnel.
Reviews and responds to unit requests for waivers and organizational change requests for accuracy and thoroughness, compliance with AF and AETC directives, etc., and provides recommendation for adoption or disapproval.
Responsible for, and oversees the development of long-range maintenance concepts, requirements and plans to support the acquisition and introduction of new weapon systems and subsystems into the command inventory.
Maintenance Divisions primary action staff officer for competitive sourcing and privatization issues, including A-76 cost comparison studies and on-going pick-a-base projects and initiatives within AETC.

- Serves in the absence of the Section Chief.
- Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
- Subject to irregular duty hours, especially in conjunction with trips to the Air Staff, other Major Commands (MAJCOMs) or AETC base-level units.
- This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- Must obtain and maintain a secret security clearance.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of Department of Defense (DoD), Air Force and The Air Education and Training Command (AETC) aircraft maintenance practices, aircraft and trainer maintenance policies, procedures, concepts and techniques is mandatory. Requires a thorough, recent knowledge of the Air Force budget process, contract administration methods, performance work statements, statements of work, and Quality Assurance (QA) programs/requirements for military, civil service and contract operations. A complete knowledge of aircraft and trainer maintenance functions, operations and organization and recent multiple aircraft maintenance and systems knowledge/experience is mandatory to formulate policy and procedures and for the interpretation of directives. Knowledge of civilian contractor and civil service most efficient organizational structures and operations is necessary to ensure the formulation of command directives that are equally applicable.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force and AETC aircraft maintenance policies, procedures, concepts and techniques is mandatory.
Knowledge of the Air Force budget process, contract administration, and quality assurance requirements for aircraft and trainer maintenance operations.
Knowledge of Office of Management and Budget Circular A-76 provisions and cost comparison program goals, standards and requirements is mandatory.
Knowledge of the missions, roles, functions, organizational structures and operation of Department of Defense (DoD), Air Force and AETC organizations to provide command level staff guidance and/or conduct studies to determine the correct maintenance policy and procedures requirements for units assigned to the command is mandatory.
Skill in developing contractor/civil service manpower and cost estimates. Skill in preparing project papers, staff reports, briefings, and proposals for presentations to senior managers at all levels of the Air Force.
Ability to analyze, plan and adjust the work operations and adapting current technical aircraft and trainer maintenance concepts and procedures to new weapon systems/subsystems and embedding them in maintenance planning documents is mandatory.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
