This position is located in Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Icebreaker, Buoy, Construction, Tender (IBCT) Product Line, Baltimore, Maryland.

Duties

The incumbent functions as a Contracting Officer's Representative (COR) performing work involved in collecting, analyzing, interpreting and developing specialized information about complex equipment, and providing such information together with advisory services to those who design, test, produce, procure, supply, operate, repair or dispose of equipment and/or maintenance programs and techniques based on a practical knowledge of the equipment including its design, production, operational and maintenance requirements.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  QUALIFICATIONS FOR GS-11: Candidates must have at least 1 full year of experience equivalent to at least the GS-9 level in the Federal service performing work involved applying an intensive knowledge of the characteristics, properties, and uses of marine equipment. This experience may have been gained by reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; determining appropriate configuration control authority; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair or production operations to determine methods of improvement. Candidates may also meet the qualification requirements of the position through completion of a Ph.D., or at least 3 years of graduate-level education towards such a degree, in engineering or technology. COMBINING EDUCATION AND EXPERIENCE: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
