The primary purpose of this position is to serve as Aviation Safety Inspector, Airworthiness, for the OC-ALC FAA 14 CFR Part 145 Repair Station, performs surveillance, certification, airworthiness approval, and quality assurance audits.

Duties

Serves as Aviation Safety Inspector for the OC-ALC FAA certificated 14 CFR Part 145 Repair Station. Provides program management support of the OC-ALC repair station ensuring compliance with AF and FAA requirements and meet customer needs. Reviews and updates OC-ALC Repair Station unique briefings as required. Presents detailed and informational briefings to government and non-government audiences. Keeps abreast of government and commercial aircraft depot maintenance industry identifying new or improved processes/procedures or equipment for use in the OC-ALC repair station.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Aviation Safety Series 1825. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: (A) General Requirements for All Positions: Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver's license; (MUST UPLOAD LICENSE WITH APPLICATION PACKAGE) Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent.(MUST UPLOAD DIPLOMA OR EQUIVALENT DOCUMENTATION WITH APPLICATION PACKAGE) (B) Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements: Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; Have the ability to hear the conversational voice (hearing aid permitted); Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. (C) When the predominant work involves air carrier maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements. Experience involving the maintenance and repair of airframes, power plants, and systems of multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight maintained under an airworthiness maintenance and inspection program. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state, or Federal governmental agency. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness. Aircraft maintenance work experience within the last 3 years. FAA Mechanic Certificate with airframe and power plant ratings. (MUST UPLOAD THE AIRFRAME AND POWERPLANT LICENSE WITH APPLICATION.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing surveillance, certification, airworthiness approval, and quality assurance audits, analyzing, developing, evaluating issues, and developing recommendations to resolve problems and issues of effectiveness and efficiency of work operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of USAF and FAA regulatory guidance for maintaining and certifying airworthiness of FAA certificated Commercial Derivative Aircraft used by the USAF. 2. Knowledge of AF, HQ, AFMC, AFSC, HQ FAA, and local FAA Flight Standards District Office directives and concepts of operation, to include basic program management, FAA aircraft certification, FAA mechanic certification, aircraft maintenance quality assurance, and communications. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, direct, mentor, and motivate Complex personnel performing tasks within the repair station and evaluate the level of compliance with FAA and USAF regulatory guidance. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate both orally and in wiring in a courteous, tactful, and diplomatic manner to gain others cooperation in achieving goals. 7. Thorough knowledge of the regulatory requirements of 14 CFR Part 145-Repair Station; 14 CFR Part 65- Certification: Other Than Flight Crewmembers; and 14 CFR Part 43-Maintenance, Preventative Maintenance or a repair has been accomplished. 8. Skill in determining and certifying the airworthiness of an aircraft, engine, or accessory after maintenance or a repair has been accomplished. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION:1. The incumbent shall have ALL of the following: FAA Mechanic Certificate with Airframe and Power plant (A&P) ratings in compliance with 14 CFR Part 65 Experience involving the maintenance and repair of airframes, power plants, and systems of multi-engine aircraft weighing more than 12,500 pounds maintained under an airworthiness maintenance and inspection program in a commercial 14 CFR Part 145 repair station, air carrier, or an airline repair facility, a military depot repair facility, or state/federal government agency aircraft repair facility. Aircraft maintenance management oversight, aircraft quality assurance, or actual aircraft maintenance experience within the last 5 years. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for performing final inspections after maintenance has been performed. 2. Incumbent exercises continuing responsibilities of safety conditions, procedures, and work practices employed with areas of responsibility. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
