This position is located in Department of Homeland Security, United States Coast Guard, Deputy Commandant for Operations, Assistant Commandant for Prevention Policy, Inspector & Compliance Directorate, National Vessel Documentation Center (NVDC), Falling Waters, WV.

Duties

This position is responsible for developing and completing the documentation of a wide variety of cases and other transactions.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position requires a National Agency Check with Inquiries (NACI).
  • A one-year probationary period may be required.
  • Unofficial transcripts are required at the time of application.

Qualifications

AT THE GS-5 LEVEL: Applicants must have at least have at least 3 years of general experience, 1 year of which is equivalent to the GS-04 level in the Federal service. Examples of experience include: analyzing documentation applications and makes the initial decisions concerning their acceptability; dispensing documentation forms and applications to the public either directly or through electronic or mail modes; preparing abstracts of title and certificates of ownership by searching vessel records for liens, mortgages, and other recorded transactions; and computing and assessing documentation fees.ORApplicant must have successfully completed a 4 year course of study leading to a bachelor's degree in an accredited college or university in any field.AT THE GS-7 LEVEL: Applicants must have 1 year of specialized experience equivalent to the GS-05 level in the Federal service. Examples of specialized experience include: searching files of precedent decisions and regulatory material; reviewing documents to extract data and information relating to specified items; and reviewing and summarizing information in prescribed format on case precedents and decisions.ORApplicants must have 1 full year of graduate level education or superior academic achievement.AT THE GS-9 LEVEL: Applicants must have at least 1 year of specialized experience equivalent to the GS-07 level in the Federal service. Examples of specialized experience include: determining actions needed to resolve issues and problems and acceptable documentation needed; recording and indexing legal instruments including preferred and chattel mortgages, liens, assignments, and bills of sale; preparing Certificates of Documentation, forms, and legal instruments such as certificates of ownership, abstracts of title, and endorsements of preferred mortgages and satisfactions of mortgages.ORApplicants must have a master’s or equivalent graduate degreeORApplicants must have 2 full years of progressively higher level graduate education leading to such a degreeORApplicants must have LL.B. or J.D., if relatedSpecialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
