This position is located in the Farm Service Agency, Montana State Office, located in Bozeman, Gallatin County, Montana. Assists the Administrative Officer in planning, coordinating, and monitoring a variety of administrative management services provided to the State and County Office.

Duties

Provide advice on and oversight of assigned administrative functions and recommends improvements. Evaluate assigned administrative reports and management practices in State and County Offices and develop recommendations for improvements. Assess the impact of administrative practices on assigned program operations and determine the need for new services, redirection of resources, or other changes. Conduct reviews as directed by the Administrative Officer, to determine quality and compliance with objectives. Review national handbooks and, where necessary, recommend state policy and develop more detailed procedures for use by County Offices. Responsible for tasks such as: WebTA, Voluntary Leave Transfer Program, HR - County Office, Electronic Official Personnel Folder (eOPF), Length of Service, Employee Performance Management Application (EPMA), Linc Pass Sponsor.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 06/07/2024 including specialized experience and/or education, as defined below. Specialized experience for the GS-9 level: Two full academic years of progressively higher-level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education -OR- One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-7 level in the Federal service. Experience that demonstrates a fundamental knowledge in administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. -OR- A combination of education and experience as listed above. Specialized experience for the GS-11 level: Three full academic years of progressively higher-level graduate education or a Ph.D., or equivalent doctoral degree (i.e., LLM, etc.) from an accredited college or university in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, education -OR- One full-time year of administrative experience equivalent in difficulty and responsibility to the GS-9 grade level in the Federal service. Specialized experience is defined as experience independently performing a range of administrative specialties, such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement -OR- A combination of education and experience as listed above. Specialized experience for the GS-12 level: One full-time year of specialized administrative experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service. Specialized experience is defined as experience performing and coordinating a full range of administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. In addition, experience includes planning, managing, executing, evaluating and facilitating the full range of administrative programs and operations. Education
