You will serve as a MANAGER for the NAVSEA PEO Support Branch (permanent duty station, Washington Navy Yard, Washington, DC) of NAVUNSEAWARCENDIV NEWPORT RI
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will lead a medium-sized workforce as it performs work primarily in Program engineering, COR and technical fields.
You will be responsible for ensuring that the Branch provides timely delivery of quality products, and ensure that technical and business
processes are operating effectively.

You will provide some technical leadership while supervising the development, implementation, and coordination of the Division’s
NAVSEA PEO personnel.
You will oversee employee development via individual development plans, training plans, and conducting of performance appraisals.
You will lead in the planning, organization, assignment, and directions of new and on-going work.
You will manage and assist the Branch's WNY personnel, which have a broad impact within the Navy and DoD and affects the organization's long-range goals, objectives, direction and future trends, given their program office positions.
You will serve as a Senior Program Engineer in a NAVSEA PEO program office, the incumbent will represent NUWCDIVNPT in forums, working groups, at the discretion of their program office and NUWCDIVNPT.
You will interact with Government, industry, and academia to identify and address NAVSEA PEO needs and, and supporting systems and programs related to S/T, acquisition, requirements, policy, and resourcing.

- FOR 1550 series (ND-05): This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for framework role 801 (Advanced) within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), an Computer Engineer (0854-series), an Electronics Engineer (0855-series), an Operations Researcher (1515 series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. For the ND-5: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12/GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist coordinating or leading teams or projects for the design, development, test & evaluation, integration, or in-service engineering of naval undersea warfare systems.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
FOR THE 0830/0854/0855 - Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
FOR THE 1515 - Operations Research Series: A degree in operations research; or related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics, and at least 3 of the 24 semester hours were in calculus.
FOR THE 1550 - Computer Science Series: A degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
