You will serve as a Technical Project Manager (FMS Portfolio Manager) in the Force Protection Systems Branch, Explosive Ordnance Disposal (EOD) Systems Division, EOD Department of NAVSURFWARCEN IH DIV.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
Duties
You will serve as the Explosive Ordnance Disposal (EOD) Foreign Military Sales (FMS) Portfolio Manager (PfM).
You will assign, manage, and coordinate all work and tasking for the FMS Technical Project Managers (TPM) assigned to the Force Protection Systems Branch.
You will provide all technical direction and resource allocation required for Foreign Military Sales Case execution of Explosive Ordnance Disposal tools, equipment, and/or training.
You will review all Letter of Request (LOR) research and provide final concurrence or nonconcurrence to the Program office to execute a Letter of Acceptance (LOA) and FMS Case implementation.
You will develop cost estimates, budgets, and manage all program funding.
You will ensure the program is adequately staffed, and all program objectives are met.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Acquisition Management - Intermediate.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector providing technical direction and resource allocation for Foreign Military Sales Case development or execution for ordnance equipment, tools, or training.
