About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Charlottesville, VA. Serves as the Chief, Resource Management. Administers the financial management program and supervises personnel in budget administration.

Duties

Plan, assign, and direct ongoing work to develop and administer the financial management program for the National Ground Intelligence Center. Manage the execution of a multi-year, multi-appropriation budget. Develop solutions to complex budget, program, and manpower issues. Conduct resource and manpower studies to recommend improvements in organization, staffing, work methods, and procedures. Technically and administratively supervise employees, including identifying training needs, preparing performance standards and appraisals, and conducting hiring actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty (TDY) travel will be required up to 25% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Financial Management Level 3 Certified position. Incumbent of this position is required to comply with all requirements of this program. Failure to obtain the certification within the required time may subject the incumbent to adverse action.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.
  • Must be able to obtain and maintain a Top Secret clearance based on a T5 investigation with eligibility for Sensitive Compartmented Information (SCI).
