This position is a non-supervisory position located in the VISN 12 Great Lakes Finance Service (GLFS) at VA Illiana Healthcare System in the Accounting, Payments and Cashier Section. This position reports to the Supervisory Accountant. This position is not remote or telework optional. You must work onsite.

Duties

MAJOR DUTIES: Receives funds in the form of cash, checks, electronic funds transfers (EFT), etc. Accepts purchase card payments from veterans and processes payments on special PUS (point-of-sale) terminals. Issues receipts for funds received, deposits funds in Federal Reserve accounts, and processes transactions necessary to update accounting records such as those for accounts receivable, personal funds of patients accounts (PFOP), chaplain funds, General Post Funds, etc. Pays vouchers such as those for beneficiary travel, patient funds withdrawals, employee travel vouchers, and miscellaneous vouchers. Trains and oversees the work of alternate agent cashiers. Prepares and processes agent cashier accountability reports and replenishment vouchers. Researches and reviews facts surrounding the receipt of funds from various sources for proper disposition and processing of accounting transactions. Answers veteran's billing questions, and often collaborates with the Facility Revenue Office to resolve them. Agent cashiers account for funds received via electronic funds transfer (EFT) to replenish funds paid-out per payment vouchers. Checks are written to provide cash funds for future payments. Maintain inventory records of "accountable documents", including checks, general receipts, patient funds receipts, etc. These are considered "high-risk" documents in terms of internal control. Perpetual inventory records are periodically audited and reconciled to physical inventories. All other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Payment documents received from an adjacent office requires reaching back and forth across a small area. Lifting of cash boxes is required for putting the boxes in and taking them out of a large safe. There are no special physical demands.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-5 EXPERIENCE: Must have at least one year of specialized experience equivalent to GS-4 which involved providing the knowledge, skills, and abilities to successfully perform the duties of a Teller. Specialized experience includes: Experience with banking practices and currency. Experience collecting cash, checks, and/or credit card transactions and preparing receipts and deposits. Experience with security regulations and procedures to endure the safeguarding of cash and financial instruments. OR GS-5 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of a full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPTS REQUIRED) OR GS-5 COMBINING EDUCATION AND EXPERIENCE: Must possess a combination of specialized experience and education as described above. (TRANSCRIPTS REQUIRED) To qualify for this position at the GS-6 level, you must meet the following: Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-5 in Federal Service that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Substantive working knowledge of banking practices and currency; Experience with security regulations and procedures to endure the safeguarding of cash and financial instruments; Working knowledge of all banking, treasury, and accounting procedures and policies; Understanding the debit and credit principles of each disbursement or collection in order to maintain, balance, and close accounts in an accounting system; Ability to analyze accounts and determine the need and type of adjustments necessary to reconcile and balance accounts; Effective and courteous communication with customers and utilizing problem-solving techniques; Utilizing computer systems such as Microsoft Word/Outlook and Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP) system, and DHCP/VISTA. There is no educational substitution at this grade level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
