About the Position: Reporting directly to the Director, DoDEA, the Chief Academic Officer (CAO) sets the strategic vision and direction for the instructional framework and pedagogical approach to DoDEA's academic program and is a key lever to accomplish DoDEA's four key goals: Student Excellence, School Excellence, Talent Excellence, and Organizational Excellence.

Duties

Serve as the Director's advisor on all matters related to PreK-12 education I providing policy guidance and program direction to DoDEA. Develop policies, conduct analyses, make recommendations, and issue guidance on agency plans and programs; review and evaluate programs for carrying out approved policies and standards. Participate in planning, programming, and budgeting activities related to DoDEA education; review and evaluate recommendations concerning manpower requirements and priorities. Lead the Education Directorate with responsibility for a large portfolio of work which includes College and Career Ready Standards, Standards-Based Assessments, Special Populations, Early Learning, etc. Provide visionary leadership to ensure students acquire a premier education through academically rich and rigorous instruction. Serve as leader, spokesperson, and resident expert on college and career ready curriculum, assessment, instruction, pedagogy, and learning. Provide executive leadership in planning, designing, developing, implementing, and evaluating 21s century competencies as key building blocks in curriculum content and processes within every grade and subject area and core educational programs.

Requirements

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
  • Proof of U.S. Citizenship required.
  • Direct deposit of pay is required.
  • Two year probationary period may be required unless you have previously completed the probationary period in the Senior Executive Service.
  • This position is a Testing Designated position subject to applicant testing and random drug testing. You will be required to sign a DA Form 5019 requiring participation in random drug urinalysis testing.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter.
  • You will be required to sign a mobility agreement, be available for worldwide placement, and be willing to rotate to any DoDDS or DDESS location.
  • In order to qualify for this position, you must be able to obtain a Top Secret security clearance.

Qualifications

Who May Apply: U.S. Citizens Basic Requirement: A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in education. OR B. Combination of Education and Experience: Courses equivalent to a major in education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above. In addition to the basic requirement listed above, you must show that you possess the five Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications listed below. (1) EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of 'ineligible.' When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per ECQ, and address each ECQ separately. OPM's Guide to Senior Executive Service Qualifications can assist you in writing an effective SES application. In particular, please note the Challenge-Context-Action-Result Model that is recommended and very helpful when drafting ECQ narrative responses. The Guide is available on OPM's Website at: http://www.opm.gov/ses/references/guidetoSESQuals_2012.pdf Applicants must utilize the Challenge-Context-Action-Result (CCAR) Model when writing Executive Core Qualifications (ECQ). Use two examples of relevant experience for each ECQ being sure your experience matches the ECQ criteria. Challenge - Describe a specific problem or goal. Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs. (2) MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification. 1. Demonstrated track record of improving academic outcomes and eliminating disparities in achievement, opportunities and services for all students. 2. Demonstrated experience and expertise in successfully leading strategic initiatives that improve student outcomes and ensure a high quality PreK-12 school system such as: Attracting, hiring and developing high performing talent; Building learning communities at the school, district and regional levels as well as integrated communities; and Monitoring, assessing and evaluating educational practices and support mechanisms with the expectation that there will be accountability and action to effect positive change in all schools. In addition to the ECQ and MTQ requirements listed above, you must meet the following Training & Experience requirements: Above school-level leadership experience in a K-12 school system, including knowledge of strategic planning and continuous improvement, leadership development, and systemic instructional improvement. Knowledge of best practices and current on national trends and research in PreK-12 education. Doctoral degree in Education in an area related to educational leadership is preferred.
