This position serves as an International Program Specialist in the NASA Headquarters, Office of International and Interagency Relations, Science Division responsible for drafting and negotiating agreements, planning, preparation, operation, and coordination of actions, communications and reports concerning the international aspects of the Science Mission Directorate.
Duties
Plans, directs, and executes national and international liaison operations for substantive mission-oriented programs.
Drafts, coordinates, and negotiates international agreements.
Plans, formulates, initiates and executes complex and often sensitive discussions and negotiations with other U.S. Government agencies and organizations on a range of policy issues affecting international and interagency activities.
Researches and writes reports or other working documents on complex program issues used in planning, implementing, and coordinating international space partnerships, providing expert guidance or analysis.
Provides expert analysis and advice on agency-wide programs.
Serves as principal action officer in the conduct of formal and informal international and interagency meetings to plan and execute international activities.
Coordinates, analyzes, reviews, and recommends Agency policies for international cooperative and reimbursable space activities, ensuring consistency with U.S. foreign policy.

Requirements

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Drafting, coordinating, and negotiating international agreements;
Providing guidance and assistance to a variety of audiences such as senior officials, U.S. Government agencies and organizations on policy issues affecting international and interagency activities;
Developing, coordinating, and articulating briefing material and policy guidance relating to international engagement domestically and abroad.
