Duties
This position is located within the Department of the Interior, Office of the Secretary (OS), Assistant Secretary for Insular and International Affairs (ASIIA), Office of Insular Affairs (OIA), Budget and Grants Management Division in Washington, DC.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
Participates in the development of annual operating plans for budget formulation and execution, preparation of budget estimates, and budget justifications.
Exercises fund controls, analyzes/reconciles costs and obligations against actual expenditures, and recommends appropriate action to ensure that obligations do not exceed budget authority.
Management and procurement of computers, copiers/printers, cell phones and portable devices. Prepares Purchase Requests, Agreements and Sales Orders for services, supplies and equipment, and conducts property inventory reports in the Financial and Business Management System (FBMS).
Facilitates the onboarding and offboarding of employees. Coordinates the provision of IT equipment, completion of mandatory training and network account setup for incoming employees.
Establishes and maintains paper and electronic files and performs records management functions.
Assists with correspondence and document control process. Uses DOI's Data Tracking System (DTS) and other systems for correspondence control to properly track correspondence and ensure deadlines are met.
The incumbent assists with travel processing and maintains knowledge of Federal and Interior travel regulations, policies, and systems to process authorizations, vouchers, and other associated requirements.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-7: $55,924 - $72,703 per annum
GS-9: $68,405 - $88,926 per annum
GS-11: $82,764 - $107,590 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
To qualify for this position you must meet the Educational Requirements OR Specialized Experience for the series/grade to which you are applying.
GS-7
Specialized Experience:
To qualify for the GS-7, you must possess at least one full year of specialized experience equivalent to at least the GS-5 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Researching, gathering and organizing complex information.

Education: Must have completed one (1) full year of graduate level education or a bachelor's degree with superior academic achievement.*
-OR-
Combination of Experience and Education: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-07 level.
GS-9
Specialized Experience:
To qualify for the GS-9, you must possess at least one full year of specialized experience equivalent to at least the GS-7 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Researching, gathering and organizing complex information; AND
2. Working with detailed financial data and performing analytical reviews of quantitative data.
MUST MEET ALL

Education: Have 2 full years of progressively higher-level graduate education or Master's or equivalent graduate degree (such as an LL.B. or J.D. if related).

Combination of Experience and Education: Have a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.
GS-11
Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Researching, gathering and organizing complex information; AND
2. Working with detailed financial data and performing analytical reviews of quantitative data; AND
3. Advising leadership on complex financial and regulatory information both orally and in written communication.

Education: Have 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, or LL.M, if related.

Combination of Experience and Education: Have a combination of graduate level education beyond the first 2 years of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.
