Duties
Major Duties for this position include but are not limited to:
Utilizes Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of developing deferred maintenance costs.
Maintains cost records and prepares annual work budget plans for maintenance operations. Tracks, analyzes and reconciles annual funding allocations in coordination with administrative staff.
Exercises the full range of supervisory duties at least 25% of the time. Recruits and recommends selection of employees. Executes established work plans; establishes work schedules and priorities.
Provides support data for the development of multi-year programs utilizing project management software to augment park base funds in the effective management of facilities and equipment, e.g., cyclic maintenance, repair/rehab, Fee Demo, line item construction, Federal Land and Highways Program. Establishes Project scope, goals, objectives, deliverables, compliance requirements, and alternatives for maintenance projects, working in concert with internal and external professionals for projects outside the incumbent's scope of work.
Is actively involved in decisions affecting overall park management policy and operations. Contributes to the development and implementation of park management documents. Monitors and evaluates work under their responsibility to ensure compliance with and application of approved management direction.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-09 grade level, you must possess at least ONE of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a maintenance program by preparing asset condition assessments for a park, recreational area, or similar facility; utilizing a software system, such as the Facility Management Software System (FMSS), to record and manage information including annual work planning, operations and maintenance cost data, deferred maintenance, detailed facility inventory, and condition data; monitoring a facility management program and documenting asset information; performing maintenance work, directing actual work operations leading various elements of a maintenance program; reviewing and planning maintenance activities and preventative maintenance programs for a park, recreational area, or similar facility; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors. You must include hours per week worked.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree in engineering, industrial arts, property management, business administration or another field of study related to the duties of this position. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly- related graduate level education in an accredited educational institution (50% of the qualifying education) meets a successful combination of experienc and education. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
