This is a developmental position and has promotion potential to the GS-13 grade level. Selection may be made at the GS-12 or GS-13 target level.
Duties
Position is in the Program Analysis Branch, Office of the Assistant Chief of Staff, G8.
Applies a variety of in-depth program analysis principles, extensive Army-entity cost models, and specialized budget formulation techniques.
Provide manpower and dollar expertise in building the Program Objective Memorandum (POM) resource realignments.
Review and analyze command programs and utilization trends in order to identify excesses, shortfalls or imbalances.
Lead the POM resource realignment process by developing and coordinating initiatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Requires additional work hours to accommodate peak workflow, often under severe time constraints.
- This is a Financial Management Level 2 Certified position. Incumbent is required to comply with all Department of Defense and Department of Army requirements of this certification program.
- This position has a temporary duty (TDY) travel requirement of up to 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience GS-12: One year of specialized experience which includes conducting resource assessments against priority requirements to build the Program Objective Memorandum (POM); developing summaries of program and budget resourcing decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Specialized Experience GS-13: One year of specialized experience which includes conducting resource assessments against priority requirements to build the Program Objective Memorandum (POM); developing executive level summaries of program and budget resourcing decisions; and incorporating new requirements into the planning and programming process for consideration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
