This position serves as a Forestry Technician within the Bureau of Land Management with duty locations in Medford, Springfield, and Tillamook Oregon. The primary purpose of this position is to perform a variety of technical forestry work in support of forestry programs and activities. Salary Range for GS-07: $49,025 - 63,733 Salary Range for GS-08: $54,292 - $70,578 Salary Range for GS-09: $59,966 - $77,955

Duties

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. As directed by the supervisor or a higher-graded employee, plans and, following approval, conducts segments of forest inventories, administers Silviculture contracts, executes plans for site prep/slash disposal, forest plantings, thinning, and forest disease and insect control. Recognizes variations in timber stand conditions such as species composition, age classes, and silvicultural treatments in order to develop management prescriptions. Compiles maps of forest and woodland areas, cutover areas, burned areas, and special use areas. Coordinates pre-inventory mapping by preliminary delineation in geographic information systems (GIS). Initiates and conducts inventory surveys according to accepted standards and techniques. Reviews data for technical accuracy. Summarizes and evaluates data to be used by resource planners. Maintains qualifications for Contracting Officer's Representative (COR) or Project Inspector (PI) in order to supervise project construction, monitor contract compliance, and/or approve project completion. Maintains Program Officer (PO) training to administer assistance agreements with cooperators. Serves as a crew leader for various forestry projects. Organizes, schedules, and executes work crew assignments; documents work progress; and ensures each project is properly completed and recorded. Reports on status of work to supervisor and ensures all record keeping is complete and accurate. Reports to supervisor on the performance and progress of crew members. Provides advice, assistance, and training to lower graded technicians involved in various projects, as necessary. Performs other related duties as assigned.

Requirements

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-07: A. Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) assisting senior forestry technicians in preparing the forestry portion of routine planning or environmental clearance documents; 2) utilizing computer programs, software applications, or geospatial equipment to collect, enter, or retrieve data supporting forestry programs; 3) performing conventional forestry support duties such as administering timber sale contracts, forest plantings, thinning, forest disease and insect control, etc. as directed by senior forestry technicians; 4) providing data collection (i.e., timber cruises, sample surveys, field surveys, etc.) support for timber sales or forest stand inventory; 5) performing timber sale reconnaissance or unit design for proposed timber sale tracts. OR B. Successful completion of at least one full year of graduate education which included courses directly related to the work of the position such as: forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-08: A. Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) advising or training junior forestry technicians on principles, methods or processes required to perform technical forestry work; 2) drafting segments of routine planning or environmental documents associated with forestry programs/projects; 3) applying data collection techniques to conduct field surveys, sample surveys, or timber cruises for evaluation; 4) making limited recommendations related to forestry management practices; 5) administering timber sale contracts on final harvest and/or commercial thinning timber sales. OR B. Successful completion of at least two full years of graduate education or a master's degree which included courses directly related to the work of the position such as: forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-09: A. Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) planning, managing, or implementing technical projects for forestry programs; 2) leading a crew of junior forestry technicians in accomplishing project objectives; 3) evaluating collected data for accuracy or applicability to make informed forestry-related decisions; 4) advising management of public concerns, alternatives, or recommended corrective actions to forestry program activities; 5) coordinating with staff, contractors, interest groups, or other agencies to ensure proper execution of forestry program activities. OR B. Successful completion of at least two full years of graduate education or a master's degree which included courses directly related to the work of the position such as: forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-08 level. One year at the GS-08 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
