About the Position: This position is located at Rosslyn, Virginia. This is a Direct Hire Solicitation. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Plan, analyze, and review major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, facilities, etc., within the Military Health System (MHS). Exercise technical and administrative oversight over a range of personnel responsible for planning, developing, monitoring, and controlling costs, schedules, performance, and risk mitigation strategies of MHS Acquisition Programs. Review, analyze, and evaluate accomplishment of overall program by review or reports, studies, products, and information provided by staff members, support personnel, contractors, and other agencies. Develop, maintain, and coordinate a responsive program to assure availability or resources to meet established milestones and events for development and fielding of the system. Align workforce with business objectives, optimizing resource allocation, and ensuring the right talent is available at the right time. Provide staff guidance and direction to elements engaged in the development and implementation of plans and objectives to assure that actions are in keeping with PEO/PMO and higher echelon objectives. Set key strategies for manpower resource planning and management, empowering organizations to maximize productivity, drive growth, and achieve their goals.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Practitioner : This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.

Basic Requirement for Program Analyst, NH-0343-04: Specialized Experience: One year of specialized experience which includes applying emerging information in technical product delivery; and establishing project budget estimates; and providing support through phases of life-cycle acquisition management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. **Defense Acquisition Workforce Improvement Active Career Field.
