You will serve as a Data Scientist in the Business Process Analytics and Integration Division of CNSSC FLD DET MECH PA.

Duties

You will conduct comprehensive analysis of supply chain business processes to provide solutions to enterprise and customer requirements. You will research scientific papers and professional journals to determine the latest techniques in solving problems and determine scientific techniques that will be applied to solve a particular problem. You will fully analyze requirements of potential project and determine optimal data gathering and analytical technique to complete project. You will conduct data extraction using computer programming without preset specifications. You will explore data using various means to find insights and trends that may not be found using traditional research. You will independently perform and distribute studies with the goal of documenting and streamlining processes, improving workflow, and/or automating processes.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

You have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing as a Professional Data Scientist. Experience must demonstrate utilizing a mastery knowledge in the application of mathematics, statistics, optimization methods and modeling, including recent advances in numerical, economic, and network analysis, simulation, queuing theory, linear programming, data science, data modeling, computer science, and other similar techniques to interpret extremely large and unstructured data sets to enable data driven decision making. You also demonstrate utilizing a mastery knowledge of the Navy's ERP business functions, supply systems, applications, and databases to scope problems and establish relationships among model parameters to bring successful resolution to inventory, warehousing services and supply chain management functions in support of Navy aircraft, surface ships, submarines and their associated weapon systems. Demonstrate experience in simplifying and decomposing complex tasks to solve the problems and form a composite solution for the customer. You utilize a comprehensive knowledge of SQL, SAS, R, Python or similar languages and applications to creatively solve problems by writing code in a statistical or computer programing language. Examples of specialized experience may include the: 1) Conducts data extraction using computer programming without preset specifications to find insights and trends that may not be found using traditional research.; 2) Combines, analyzes, and interprets large and/or complex data sets, performs statistical analysis, optimization, simulation and data science techniques (machine learning, data modeling) to develop data-driven organizational recommendations and solutions; 3) Utilize Tableau, Qlik, Power BI, R, Power Point to develops data visualizations to communicate results of data analyses to senior management; 4) Research scientific papers and professional journals to determine latest techniques in solving supply chain management or similar problems and lead or perform as the technical expert member of a project team or task force; and 5) Presents the results with verbal summaries of written content to the customer, department, and often to higher Commands such as OPNAV and OSD. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
