Duties

Building Managers directly and indirectly develop, implement and manage overall major programs to promote and monitor occupant safety and comfort in assigned facilities that average about one million square feet. Determines appropriate projects or services with agency representatives and contractors to define project scope, requirements and deliverables. Develops, modifies and provides input to studies, designs, surveys and projects. Implements plans to meet objectives. Coordinates and integrates activities. Manages, leads or administers resources related to projects or services. Responds and resolves building emergencies timely. Analyzes the severity of emergencies, determines the effect on building occupants and building operations and recommends actions to mitigate the emergency. Promptly notifies a higher-level Building Manager when problems may have further impact and alerts appropriate staff to the situation. Procures services for emergency building repairs to bring buildings back up to operational standards to support occupant safety, health and an environment conducive for work. Researches, develops and submits study, design and construction project packages to include justifications, scopes or statements of works, Independent Government Cost Estimates (IGCEs) and other agency project requirements. Identifies budget submission contract type, such as study, design or construction. Plans, develops, coordinates and prepares specifications. Plans, implements, inspects and monitors service contracts and construction work with the agency's acquisition office and GSA using published policies and procedures. Reviews contractor drawings, bid proposals, submittals and deliverables. Submits comments to designated contracting authority. Administers or attends technical reviews and provides feedback throughout the project and contract life cycles. Creates and submits budget documents for budget formulation, acquisitions and plans, such as justifications and requisitions for all building operations projects and services contracted out. Tracks budget documents from creation through the agency acquisition office and/or the GSA to insure timely response. Budgets for service and maintenance contracts, contract cost escalations, construction projects and modifications, regular and overtime utilities and procurement of supplies, equipment and appliances. Uses agency computer software programs for activities, such as preventive maintenance, service calls, inspections, projects, contract services, energy management and audits, budget and acquisitions. Submits and analyzes software program data for trends and rectifies issues to promote quality services. Develops and presents briefings and written documents on all aspects of assigned contracts and projects.

Qualifications

MINIMUM QUALIFICATIONS To qualify for this GS-12 Building Manager position you must demonstrate at least 52 weeks of Specialized Experience. SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-11 OR (if your position and/or experience is in another federal pay scale OR outside of federal service) by performing duties at a level equivalent to GS-11 or above. SPECIALIZED EXPERIENCE is work that primarily consists of directing, coordinating and/or overseeing building operations, maintenance, repair and improvement projects. If you have this experience, you must describe, in your own words, the duties you perform that pertain to the requirements for this position. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks. Reviewers cannot assume you perform duties you don't describe. An affirmative response to the online questionnaire is not sufficient to demonstrate experience. SPECIALIZED EXPERIENCE must be met by the closing date of this announcement. SAMPLE DUTIES THAT DEMONSTRATE SPECIALIZED EXPERIENCE INCLUDE: (1) managing building services activities designed to promote occupant comfort and safety; (2) conducting interior and exterior inspections of building systems; (3) identifying and resolving building operation needs (e.g., maintenance, repair, new construction or equipment); (4) developing plans for minor repair and improvement projects; (5) providing technical advice on building services contracts; (6) writing specifications for construction, maintenance or custodial services contracts; (7) applying knowledge of building management programs and procedures; (8) recommending resources to devote to repair, alteration and maintenance projects for facilities; and (9) working in conjunction with the activities of contractors. If you have federal status and are applying for promotion, you must have at least 52 weeks at GS-11. Time-in-grade must be met by the closing date of this announcement. CONDITIONS OF POSITION: Due to the nature of work in this position, the following conditions are essential for successful performance and selected candidates must fully comply with these conditions to meet performance requirements. Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period that may be served by new appointees. This is an emergency/mission critical position. You may be called to work after-hours, on weekends and holidays. (1) The work requires some physical exertion when inspecting facilities and observing work and projects in progress. You will visit construction sites, building systems and spaces, and will be subjected to periods of standing, walking over rough, uneven surfaces, bending, crouching, stooping, stretching, reaching and lifting moderately heavy items, such as microwaves. (2) You may be required to report to work or remain at workstation to perform critical services when building occupants are generally excused for all or part of a workday because of hazardous weather and other emergency situations. (3) In case of snow, you may be required to report during irregular hours and travel in hazardous weather conditions. (4) Building Managers on this position are on call 24 hours a day, 7 days a week and/or according to rotational schedules. (5) You may be required to travel to agency delegated and non-delegated buildings. (6) Most work is performed in an office setting. Occasional duties may involve outside activities where you may be subject to inclement weather. When performing inspections, you will visit construction sites, building systems and spaces, and work may involve moderate risks or discomforts that may require special safety precautions, such as working around moving parts, carts and machines. (7) You may be exposed to high noise levels, dust, toxic or irritant chemicals, and may be required to wear Personal Protective Equipment, such as steel-toed shoes, masks, coats, boots, goggles, gloves or shields. (8) You may be required to wear a respirator on an as-needed basis and may be required to shave to support the proper fit of a respirator.
