These positions are located in the Office of Hearings Operations (OHO), OHO Headquarters and OHO offices nationwide. THIS IS A VIRTUAL TEMPORARY ASSIGNMENT. Duties

Participates in the administration of the office through the performance of a variety of special and continuing projects and assignments, some involving controversial, sensitive or confidential matters. Makes recommendations on the desirability of changes in organizational structure, measures for improving coordination and workflow among subordinate units. Control measures needed to provide information for periodic management and statistical reports, distribution of funds based on workload and shifting priorities, etc. Plans, organizes, and directs a staff, providing guidance and direction to staff members conducting management studies, surveys, and/or reviews. Integrates the work of the staff where each member contributes a portion of the analyses, facts, information, proposed actions or recommendations. Ensure compatibility and consistency of interpretation, judgment, logic, and application of policy; prepares final report and submits for necessary action. Negotiates effectively with management or program officials to accept and implement recommendations and follows-up to ensure that action items, if any, are carried out. Reviews and analyzes memorandums and other correspondence for necessary coordination, clearances, timeliness and other elements of completed staff work. Ensures adequacy of content, conformance with policy, and standards for tone, style and construction. If deficient, notifies appropriate staff of the need for revision or additional information. Follows-up with staff to ensure that deadlines are met. Provides leadership and direction, maintaining oversight responsibility for a management resource program to assure balance, comprehensive support and guidance for an assigned staff function. Activities include, but are not limited to, development and appraisal of short and long-range goals and objectives; monitoring and evaluating the progress of the organization toward meeting goals. Making adjustments in objectives, work plans, schedules and commitment of resources; directing, planning or coordinating a variety of administrative support and management services that are that are essential to the efficient accomplishment of work.

Qualification requirements must be met by the closing date of this announcement. Applicants must provide evidence in their application that they possess the knowledge, skills and abilities in, or the potential to develop, the following SSA Core Competencies: Continual Learning - Assesses own strengths and challenges and pursues development and training opportunities; seeks feedback from others and is receptive to new ideas and perspectives. Enhances learning and group outcomes, including effectiveness or performance in an organizational setting. Problem Solving - Undertakes the problem-solving process: defines problems; determines the cause of those problems; identifies, prioritizes, and selects alternatives for a solution; and, implements a solution. Other qualifications: Applicants must hold a permanent position at the GS-12 grade level as of the closing date of this announcement. Participation in the program is a temporary promotion or reassignment. At the conclusion of the program, you will resume your prior pay scale. Applicants in career ladder positions must have one year of service at the journeyman position as of the closing date of this announcement. Applicants must be in good standing and have a current performance rating of record of Successful or higher. Applicants must not be serving under a formal Performance Assistance Plan or an Opportunity to Perform Successfully Plan. Applicants currently working a part-time schedule must convert to a full-time schedule during the course of the program. Applicant must be an active member in good standing, duly licensed, authorized and eligible to practice as an attorney under the laws of a state, the District of Columbia, the Commonwealth of Puerto Rico, or a U.S. Territory. TO BE CONSIDERED, APPLICANTS MUST PROVIDE PROOF THAT THEY ARE AN ACTIVE MEMBER IN GOOD STANDING, DULY LICENSED, AUTHORIZED AND ELIGIBLE TO PRACTICE LAW. PROOF OF ACTIVE BAR MEMBERSHIP MUST INCLUDE THE STATUS, STATE, MONTH, DAY, YEAR AND BE DATED WITHIN A YEAR OF THE CLOSING DATE OF THE ANNOUNCEMENT. DUTIES IF SELECTED: Developmental Activities Individuals selected for the COMPASS Program must complete a variety of activities that focus on the development of their skills in the five core competencies: Continual Learning, Interpersonal Skills, Oral and Written Communication, Conflict Management, and Problem Solving. Developmental activities will be completed in the form of a "virtual detail" in which the employee remains in his/her permanent duty station. Mentor Selection Participants must partner with a mentor. The mentor will assist in the development of the IDP and provide general guidance and advice throughout the program. Program selectees will be assigned a mentor at the beginning of the program. Individual Development Plan (IDP) Participants must complete an IDP that focuses on the development of the five core competencies. The IDP will identify developmental activities that reflect SSA's organizational goals and the candidate's individual development needs. Developmental Assignments Participants must complete two, six-month developmental assignments during the program. The assignments must be consecutive and encompass the candidate's 12-month program. Assignments will be six months in length. All assignments must concentrate on developing employee's technical knowledge and core competencies. Training Participants must attend the Compass Program Orientation and all Core training programs. Orientation and training will be held virtually. Participants must complete two SSA Learning Management System (LMS) courses. Other Learning Activities Participants will read and complete a written review of at least two books that focus on the participant's skills or business tools competencies. Participants will participate in a quarterly teleconference to promote networking and understanding of program issues. Participants will create a statement of learning (no more than two pages) at the end of each detail assignment, analyzing their learning and development related to one or more of the core program competencies. Participants will participate in virtual Action Learning Groups, in which they are assigned an issue for analysis and action planning. Each group will be mentored by one or more OHO managers. Participants will complete and submit all required program documents NOTE: You must submit a thorough resume that includes the grade level, to and from dates, job title, and a description of the specific duties you performed for each position. Your SSA-45 must also include your current permanent or temporary organizational location (office name and location). If this information is not included, you will be found ineligible for consideration. Your resume and supporting documents must specifically address the evaluation criteria for the position. This information is instrumental in determining the highest quality candidates to be referred to the Selecting Official.
