This National Guard position is for a FINANCIAL MANAGER (TITLE 5), Position Description Number T5133000 and is part of the NC USPFO, National Guard (JFHQ-Comptroller Div / MD 152D-201).
Duties
As a Financial Manager, GS-0505-13, you will direct financial management policy in support of the ARNG military organizations and units. As Chief, Financial Officer maintains statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds allocated to the state; determine the impact; and implements courses of action regarding projected DoD, Department of Army (DA), National Guard Bureau (NGB), Inter-Service, and non-DoD governmental programs that affect ARNG plans, policies, and missions, ensure the full disclosure of accounting information, sound reporting methods, and analytic interpretation of financial posture, establish/direct financial policies to ensure compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, national and local policies enabling the optimum use and control of financial resources, serve as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC), provide advisory services through briefings, conferences, advisory committee meetings, on a regular basis, advise, support and facilitate management decisions concerning financial considerations, such as the availability and appropriate use of Federal funds. Based upon reports and data derived from financial systems, analyzes strengths and deficiencies, advises, and makes recommendations to the USPFO, primary staff, Chief of Staff and the AG. Assures the AG's priorities are integrated in and supported by the financial plan. Recommends to the USPFO actions to be taken regarding the implementation of the financial plan. Provides significant and critical input to the development of NGB policy. Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies, implement appropriate courses of action as best suited for the state, serve as an advisor to the AG on projects involving local, state and other Federal agencies. Serves as the certification officer for all ARNG disbursements and is pecuniary liable for these disbursements. Interprets the legality and propriety of all payments. This position is responsible for official auditable financial records for the state. Develops, coordinates and organizes an integrated system of financial services, including budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting. Writes, implements and maintains an effective system of financial management controls for the state ARNG. Ensures accurate accountability for Federal funds and provides full disclosure of financial actions in compliance with statutory requirements, regulations, directives, procedures, national and local policies. Recognizes potential problem areas through detailed risk analysis and vulnerability assessments to determine requirements for special management control studies and operational reviews. Recommends to the USPFO reviews by the Inspector General (IG), external audit agencies, and investigative services. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards, explain performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments., hear and resolve employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems, effect minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters, prepare documentation to support actions taken, identify employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance, encourage self development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time, discharge security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material, recognize and take action to correct situations posing a threat to the health or safety of subordinates; ensure all personnel are treated in a manner free of discrimination, periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources, perform other duties as assigned.

Qualifications
Financial Management Certification Level Two. The position's level of work requires the application of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. GENERAL EXPERIENCE: Must have skills in collecting and analyzing data effectively, efficiently, and accurately; Ability to plan, direct, and coordinate difficult and complex programs; Ability to develop, apply, and adjust financial plans and policies to attain agency objectives; Ability to select, develop, and supervise a subordinate staff; Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program; A broad knowledge of agency operating programs; A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management; Skill in applying procedures and directives by reading and interpreting program material; Skill in training, mentoring, and problem solving; Ability to make oral and written presentations in a clear and concise manner; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively. a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, or competent experiences that are commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts
SPECIALIZED EXPERIENCE: Must have 1 year equivalent specialized experience to at least the next lower grade level (GS-12), fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade; in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications; working knowledge of the duties associated with the United States Property and Fiscal Office and the certification requirements for installation funds; included working with the Financial Management Board and handling highly sensitive military or civilian entitlement issues; Competent in planning, implementing, and executing the financial programs directly associated with the objectives of the Adjutant General's Department and accomplishment of federal military and state support missions; involved the receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds, or oversight authority and management of non-appropriated funds; competencies in directing financial management policies in support of the ARNG military organizations and units; a working knowledge of statutory responsibilities in regard to financial obligations, accounting transactions, disbursement spending, and administrative control of all allocated federal funds; determining financial and budget impacts; and, implementing courses-of-action in regard to addressing DoD, Department of the Army, National Guard Bureau, Inter-Service, and/or non-DoD governmental programs that affected ARNG plans, policies, and missions; skilled in presenting accounting information, Series reporting methods, and/or analytic financial posture interpretations; included work that established and directed financial policies that ensured compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and national and local policies; resulted in the optimum use and control of financial resources; as a financial advisor and technical expert to senior staff managers, major subordinate commands, and/or the Program Budget Advisory Council; Skilled in providing financial advisory services, such as the availability and appropriate use of Federal funds, through briefings, conferences, and committee meetings; competent in analyzing reports and data derived from financial systems, and, capable of identifying strengths and deficiencies; competent in the interpretation of legal propriety when processing financial program payments; with ARNG disbursement activities and maintaining a base-line knowledge of the pecuniary liability for these disbursements; in developing, coordinating, and organizing an integrated system of financial services, that included budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting,; in managing the function of the work to be performed, which includes leading, directing and assigning work of personnel.
.Education Requirements: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
