About the Position: This is one Program Analyst, GS-0343-09/11 position for the U.S. Army Corps of Engineers Tulsa District in the following locations: Gore, Oklahoma; Sallisaw, Oklahoma; Tulsa, Oklahoma; Denison, Texas. Serve as a Civil Works Program Analyst that supports the overall financial management and control of civil funding (General Investigations, Construction General, Civil O&M, FCCE, and General Regulatory) and other activities.

Duties

Responsible for planning, scheduling, coordinating and evaluating the District Civil Works Program for current year resources and budget year requests for congressional appropriations. Through collection and analysis of fiscal data, and application of regulatory requirements, prepares a variety of submittals and reports for within house or transmittal to higher authority. Prepare recommendations and requests to higher authority for allotment of Civil Works funds, and coordinates with project managers to keep them updated regarding funding and budgets of ongoing projects. Maintains, develops, and furnishes in connection with project managers, time-frame and budgetary data to other District elements for inclusion in formal and informal reports, studies, memo's, and correspondence. Loads and maintains budget schedules in Primavera P6.

OR Have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business, Management, Finance, and Accounting. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. SPECIALIZED EXPERIENCE FOR GS-11 One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) Analyzing programs to ensure project objectives are being met; AND 2) Preparing program budgets for an office; AND 3) Identifying funding or cost deficiencies. OR Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business, Management, Finance, and Accounting. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementPlanning and EvaluatingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????07 OR GS-09).
