This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Operations Research Analyst under the Chief of Analysis and Evaluation (AE), Deputy Chief of Staff for Operations (DCSOPS) - Defense Language Institute Foreign Language Center (DLIFLC).
Duties
Conduct short-term and long range operation analysis projects for the Defense Foreign Language Program.
Develop a scientific approach to define the problem; determine relevance of source material; study pertinent literature and observe procedures.
Identify promising leads and become acquainted with related current efforts accomplished elsewhere, outline the methodology to be employed.
Construct models as the symbolic representations of the organizations, process, systems or operations under study.
Prepare professional written reports of research findings and recommendations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
GS-12 - Specialized Experience: One year of specialized experience which includes;1.) Developing a scientific research approach to present findings and recommendations;2.) Analyzing information concerning complex operational processes; 3.) Designing models for standard non-complex situations; and 4.) Applying standard and innovative cost and economics analyses techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
Note: Knowledge in computer science/computer programming in support of programming/modeling efforts, development of management information systems, computer-assisted operational systems and analytical evaluations is desired.
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time In Grade: Time in grade does not apply because this is a DoD DHA solicitation and the subsequent appointments results in a new federal civil service appointment.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
