THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2185-10 FLIGHT ENGINEER (INSTRUCTOR) (TITLE 32), Position Description Number D0606000 is part of the MO Limited Army Aviation Support Facility. APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Serves as instructor/flight examiner providing instruction, evaluation and examination on ground and operational training flights to develop and upgrade skills of aircrew members. Apply knowledge of the full range of aircrew duties and responsibilities, methods of Instruction and requirements of the program, and performs standardization. Adapts instruction to proficiency level of individuals being rated. Prepares formal course outlines Schedules and conducts initial, refresher and continuing training, (including ground and flight instruction, procedures training). Provides training on in-flight planning and coordination responsibilities: operating principles and characteristics of major aircraft systems. Administers evaluation and determines examinees proficiency to perform duties as a crew member. Performs duties of Flight Engineer which includes utilizing a knowledge of major aircraft systems associated with heavy multiengine aircraft, the interrelationships among these systems , and capabilities of the aircraft. Computes fuel and cargo load, and weight and balance factors. Prepares for combination loads determining placement of cargo and passengers within weight and balance limitations. Indoctrinates crew by briefing on mission equipment and use of life support equipment and safety emergency procedures. Ensures carry-on weapons are cleared and safe and that loose equipment, baggage and passengers are secured. Operates testing and troubleshooting systems. Assesses and diagnoses problems or malfunctions, reports abnormal conditions to pilot, and initiates corrective and/or, emergency action. Performs other duties as assigned.

Requirements

  • Management has the right to convert this position to permanent status without re-advertising.
  • Employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.

  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - SFC (E-7) Enlisted - CMF 15; or MOS 68W if assigned to an Air Ambulance unit Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Experience which has provided you with knowledge of aircraft weight and balance computations; aircraft performance data; aircraft records maintenance; and aircraft systems maintenance. GS-10 SPECALIZED EXPERIENCE: Must have 30 months of specialized experience in calculating accurate flight data; determining fuel consumption and adjusting controls for maximum efficiency and economy; maintaining accurate flight records; interpreting and applying procedures as outlined in flight manuals; starting and shutting down aircraft engines; operating engine controls and instruments and monitoring aircraft system indicators and controls; determining when abnormal conditions exist; initiating aircraft emergency procedures; and currently possess certification as a Flight Engineer Instructor/Examiner.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
