The Lead Technician (Pharmacy Administration) provides a variety of complex administrative and clerical activities in support of supervisors and employees in Pharmacy Service and utilizes independent technical judgment with a comprehensive and thorough working knowledge of complex pharmacy principles and practices. The incumbent has operational responsibility for complex administrative and lead technician areas of pharmacy practice for all pharmacies across the Iowa City Health Care System.
Duties
Duties include, but are not limited to:
Coordinating personnel actions with Human Resources and utilizing WebHR, prepares appropriate forms (e.g. 52's) for pharmacy employee personnel actions. In conjunction with the Pharmacy Chief, coordinates employment applications for candidates, schedules interviews, and performs follow up with Human Resources on the hiring process.
Serving as the primary administrative timekeeper for Pharmacy. Serves as the Point of Contact for timekeeping activities with Payroll.
Coordinates travel requests for Pharmacy Service with the traveler and the Travel Office utilizing the on-line travel system.
Coordinates the office procurement process for Pharmacy Service.
Prepares agendas and minutes for directed meetings.
Manages the student onboarding process ensuring a complete and accurate package of introductory documents and uses the checklist as reference/retention document.
Provides patient care utilizing an in-depth, comprehensive knowledge of specialized areas of pharmacy practice. Maintains and understands the operation of pharmacy equipment and automation (e.g., ScriptPro, TCG-Rx and Omnicell). Monitors, troubleshoots and performs quality assurance checks for this equipment.
Assists staff and patients, either by phone or in person, concerning drug distribution, refill requests, mail and general triaging of requests for the pharmacists. Documents patient requests as necessary in CPRS and alerts the appropriate provider.
Assists in assuring that pharmacy programs are compliant with all regulatory and accrediting body requirements (i.e., Joint Commission, FDA, ASHP, DEA, OIG etc.).
Interprets pharmacy orders; obtains medication in the correct strength and dosage form; determines proper amount and prepares product; affixes proper label; and documents proper information.
Prepares non-sterile compounds independently for dispensing to patients or other health care providers for use in clinical areas.
Compounds sterile products to be delivered in the form of large volume, small volume, and other complex pharmaceuticals such as chemotherapy.
Completes documentation and uses knowledge of safe handling and disposition of hazardous materials used in pharmacy.
Assists patients with tele-pharmacy applications including patient orientation to the application.
Provides patient education on pharmacy topics such as the requesting refill process, drug information sheets, and relaying judgmental questions to the pharmacist.

Qualifications
Basic Requirements:
To qualify for appointment to this position, all applicants must possess the following:
Citizenship - You must be a citizen of the United States
English Language Proficiency - You must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)
Education or Experience:
None required.
For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
Certification (GS-07 and above): For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT).
National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Pharmacy Technician, GS-08 Grade Requirements:
Experience: In addition to meeting the basic requirements, to qualify for the GS-08 you must possess at least 1 year of experience equivalent to the next lower grade level (GS-07). Experience includes mentoring and training lower graded pharmacy technicians in the practice setting; assisting advanced/ specialized pharmacy technicians and participating in performance improvement initiatives; using independent judgement to perform the full range of duties in the pharmacy; functioning as staff pharmacy technicians in various locations of the pharmacy, including pharmacy contact centers and other non-traditional pharmacy locations, with minimal oversight.
Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT).
National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following technical KSAs:
Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.)
Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures.
Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy.
