Duties
As a Deckhand, you will perform duties in connection with floating plant operations along the Ouachita, Black and Red Rivers in support of field office land based and lock and dam maintenance functions. Additionally you will:
Serve as a Deckhand in support of field office floating plant operations.
Secure floating plant with manila and synthetic lines, cables, wire straps, ratchets, etc.
Perform housekeeping and maintenance tasks such as washing down decks, chipping paint and rust from bulkheads, timber heads, covers, deck equipment, and painting.
Operate dump trucks with 2-5 cubic yard capacity, stakebody trucks, pickup trucks, and other vehicles ranging up to four tons.
Serve as helper to Heavy Mobile Equipment Mechanic, Diesel Engineer, Electricians, Equipment Operators, and Lock and Dam Equipment Mechanics.
Operate vehicles up to one-ton in transporter ion of work crews to and from remote locations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Incumbent must obtain a Government Operator's License for the type of equipment operated, and know and understand the safety rules governing the operation of that equipment.
- Temporary Duty (TDY) may be required up to 75%.
- This position requires lifting of at least 50 lbs.
- This position is designated as Mission Essential. Employee can be required to remain report for duty during contingency emergency situations. May be required to work overtime and other than normal duty hours.
- Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee.
- Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Deckhand without more than normal supervision. Perform common tasks which is described as: conducting channel patrol activities, outboard motor operation, securing, fastening, hooking, and unhooking floating plant, operating and/or utilizing deck equipment such as small tow-line winch, capstans, winch-counted timber heads, and ratchets in tightening and securing lines and floating plant, deck equipment repair, driving trucks or other vehicles, general maintenance and housekeeping. - Failure to meet this Screen Out Element will result in an ineligible rating.

Physical Effort: The work involves standing, walking, stooping, bending, kneeling, climbing, crawling, and sitting for prolonged time periods in cabs or trucks or skiffs. Work involves light to heavy physical effort requiring the incumbent to physically handle objects weighing in excess of 50 pounds.
Working Conditions: Worker is exposed to extreme weather conditions, dust, fumes, burns, cuts, abrasions, eye infections, insect and snake bites and danger of falling overboard. Worker works in strained positions and close quarters, many times near turbulent waters downstream of dams. Occasionally works at extreme heights in personnel baskets. Incumbent must use safety equipment provided such as gloves, goggles, life jackets, safety lines, etc.
