Duties

Intermediate Level: The incumbent serves as a Contract Specialist within the U.S. Army Installation Management Command using simplified acquisition techniques and methods in performing both pre-award and post-award functions. Work is performed with assignments designed for advancement to higher levels of performance under a high level of technical supervision. Upon meeting training and competency requirements, the incumbent may be non-competitively reassigned to Contract Specialist Skill Level (PD# 18908) or Senior Level (PD# 18907). The incumbent is responsible for preparing and issuing solicitations and negotiating the award for typically commercial off the shelf supplies and services, such as purchase orders, delivery orders, simplified acquisitions, blanket purchase agreements and purchase card orders. Skill Level: Performs work for both pre-award and post-award functions under technical supervision of a leader or supervisor. Work is performed with assignments designed for advancement toward working more complex procurement actions. Upon meeting training and competency requirements the incumbent may be non-competitively reassigned to Contract Specialist (Senior Level), PD #18907.Performs contracting and procurement functions regarding service, supply, and/or construction contracts. The incumbent is responsible for planning, developing and managing contractual actions for non-complex functional areas and/or for procurements that are recurring. Reviews requirement package for completeness, accuracy, and compliance with administrative, regulatory and procedural requirements. Develops solicitation and contract in accordance with regulatory requirements and performs the full range of source selection applicable to each procurement.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. All qualification requirements must include experience performing duties equivalent in scope and complexity to the next lower grade level. *Intermediate Level (Baseline Qualifications): 1. Experience demonstrating knowledge of basic acquisition regulations, policies, laws, and techniques for simplified acquisitions. 2. Experience applying simplified acquisition contracting principles, techniques, methods, and procedures of contracting. 3. Experience evaluating offers for responsiveness, price reasonableness, and responsibility. 4. Basic knowledge of sources of Government supply and services, including established and mandatory sources. Skill Level: 1. Experience applying contracting principles, regulations, laws, and procedures needed to perform pre-award and post-award procurement for actions that are non-complex. 2. Experience managing the full source selection process. 3. Must have experience in technical writing pertaining to documents such as contracts, acquisition plans, source selection documentation, or other correspondence with stakeholders. 4. Experience applying contract administration principles and practices needed to monitor contractor performance, manage Contract Officer Representatives, or to solve problems related to matters such as contract modifications, disputes, payments, performance issues, or similar. Preferred candidates will possess a bachelor's degree which included a minimum of 24 semester hours of business courses, Certified Professional Contracts Manager, Defense Acquisition Workforce Improvement Act Level II/II in contracting or other applicable professional certification. *Applicants must meet baseline requirements for referral. Upon selection, a panel will determine placement to either intermediate or skill level.
