This is a Supervisory Medical Technician (Phlebotomy Supervisor) position located within the Pathology and Laboratory Medicine Service Lexington VA Health Care System. The Medical Technician (Phlebotomy Supervisor) serves as Supervisory Medical Technician with full responsibility for planning and carrying out the technical aspects of the specimen receipt, outpatient phlebotomy, and some ancillary services.

Duties

This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent GS-0645-7 Supervisory Medical Technician (Phlebotomy Supervisor) vacancy with the Pathology and Laboratory Service at the Lexington, KY Veteran Affairs Medical Center (VAMC). Duties include, but not limited to: Plans and assigns work to meet schedules and deadlines. Reorganizes or reassigns functions as needed to accommodate changes in workflow and/or meet new demands on the laboratory. Responsible for orientation and training of personnel. Develops performance standards and conducts periodic and annual evaluations of performance, including competency assessments. Oversees attendance and leave, resolves informal complaints. Keeps employees informed of personnel policy changes. Directs and assists medical technicians in the phlebotomy training provided to Clinical Laboratory Science students and other medical personnel. Develops and prepares reports on workload, time studies, budgetary needs, etc., as requested by management. Maintains an efficient and economical operation of the section, recommending and justifying changes which would improve the services offered. Is responsible for procurement of all necessary supplies and materials for the efficient operation of the specimen receipt and outpatient phlebotomy areas. Uses IFCAP to input requests for additional supplies. Disseminates management's goals and objectives to the section Informs the Chief of P&LMS or Laboratory Manager of employee's participation and concerns. Resolves complex problems concerning collection, identification, and processing of specimens for laboratory testing. Communicates with other laboratory personnel, physicians, nurses, or health coordinators. Performs venipuncture on patients including, but not limited to outpatients as needed. Directs laboratory collection procedures such as glucose tolerance tests (includes standardization and quality control procedures) and other specialty testing. Confirms patient full name and full social security number using active identification technique. Accessions lab orders into the VistA computer system and prints accession labels. Delivers specimens in a timely manner to the appropriate section for testing. Delivers reports, as needed, to the appropriate units on a timely schedule. Picks up specimens on the wards, accession them into the VistA computer system, labels correctly, and deliver to the appropriate section for testing. Ensures that all staff involved in RME processes have clearly defined responsibilities within their position descriptions or functional statements. Ensures that all staff involved in RME processes have clearly-defined performance standards that are identified as critical elements in performance appraisals. Ensures implementation of a systematic approach to the performance of procedures involving RME throughout the facility and associated sites. Ensures collaboration of all organizational structures within the facility to achieve comprehensive monitoring system that supports safety and quality in the performance of procedures involving RME. Performs any other duties which are in the best interest of patient care and deemed necessary by the Chief of P&LMS or the Laboratory Manager. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education requirements: One full year of graduate education meets the requirements for GS-7.

*One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
