A three year (3-yr) service agreement is required.** Serves as the Assistant Vocational Rehabilitation and Employment Officer (AVREO), in a Regional Office setting, providing administrative and technical direction and professional leadership to a professional and technical staff of Vocational Rehabilitation Counselors and clerical staff in the Regional Office and its out-based locations.

Duties

Duties include, but are not limited to: Supervises Vocational Rehabilitation and Employment (VR&E) staff at out-based locations and within the Regional Office. Responsible for the administration and workflow of the VR&E Division program. Responsible for ensuring that professional, technical and administrative quality and timeliness of service meets VBA's organizational goals and responsible for the cost-effective use of resources to accomplish the assigned outcomes. Acts as a program consultant to other Federal and State rehabilitation agencies to coordinate services. As such, facilitates operations with major public and private universities, community colleges, and vocational/technical institutes in the state to resolve training issues. Serves as a technical representative in developing, awarding implementing and evaluating contracts to provide professional counseling, evaluation, case management, employment, and traumatic brain injury(TBI) services. Involved in coordinating intra and inter-state transfer of cases, and consulting the VR&E Officers throughout the country. Gathers and interprets a wide range of data addressing service concerns and is able to recommend appropriate action based on that data. Must understand, implement, and monitor a management system of work measurement, quality review, program evaluation and accountability as it applies to VR&E Division. Responsible for identifying and correcting deficiencies recognized through systematic analyses of VR&E operations. Assists in improving quality and productivity through innovative utilization of staff, materials, equipment and procedures and recommending acquisition of resources to the VR&E Officer. Responsible for knowing, understanding and faithfully executing VA regulations and established procedures disseminated by VR&E Central Office program managers and will function as a consultant to subordinate staff. Responsible for awareness of and recommendations for potential improvements in methods, procedures or materials to enhance program effectiveness. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicant must provide a copy of most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that the applicant possesses (1) year time-in-grade, as required by the announcement. In this instance, the applicant must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience and/or education as described below: BASIC EDUCATIONAL REQUIREMENT: This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in Grade and regular Specialized Experience qualifications. To qualify for this position, you must have the education listed below: Successful completion of a master's degree (or higher) in rehabilitation counseling, rehabilitation services, clinical rehabilitation counseling, counseling psychology, mental health counseling, career counseling or social work from an accredited college or university. Applicant's degree program must have included a supervised internship in vocational rehabilitation counseling. For programs without the required internship, applicant may substitute one year of post-degree work delivering vocational rehabilitation services to adults with disabilities in rehabilitation programs (other than those in correctional facilities). NON QUALIFYING EXPERIENCE: Vocational rehabilitation experience obtained prior to completion of the requirements for the master's degree is not qualifying. There is no substitution of work experience for the basic educational requirement. GS-13: Basic educational requirement AND Specialized Experience: In addition to meeting the Basic educational Requirements stated above, one year of post-graduate level professional vocational rehabilitation counseling experience, equivalent to the GS-12 level is required. Specialized Experience: Specialist experience is defined as experience that has provided a thorough knowledge of general laws affecting Veterans' testing and evaluation, rehabilitation, job development and job placement and a full and complete knowledge of Chapters 18, 30, 31, 34, and 35 of Title 38, USC. Documented specialized experience will illustrate conduct, administer and advise in areas of education, training, counseling, and psychology affecting the entire field of VA's vocational rehabilitation and employment programs. Supervised Internship - you must describe the duties and responsibilities performed during your supervised internship. Include the dates of the internship(s), where the internship(s) was performed, number of hours completed, and the name/title/phone number of the individual that supervised your internship. Awarded/Conferred Master's Degree is required and must be reflected on transcripts. Transcripts (unofficial and/or official) must show evidence of a supervised internship and must also show that the degree has been awarded/conferred and the date awarded. Grandfathering Provision. VRCs employed in VBA on the effective date of this qualification standard (July 28, 2023) are considered to have met all qualification requirements for the title, series and grade held, including certifications that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply:(1) VRCs who are grandfathered into the GS-0101 occupational series may be reassigned, promoted up to and including the full performance level of a career ladder or changed to a lower grade within the occupation or placed in a supervisory or managerial position.(2) VRCs who are appointed on a temporary basis prior to the effective date of this qualification standard may not be extended or reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard.(3) If VRCs who are grandfathered under this provision leave the occupation, they lose protected status and must meet the full qualification standard requirements in effect at the time of re-entry to the occupation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
