Duties

Serves as an Information Technology (IT)/Operational Technology (OT) project lead providing project oversight and coordination, policy planning, technical guidance, budget formulation, ... ... system acquisition, audit readiness oversight, business management and administrative coordination. Responsible for developing, coordinating, operating, evaluating and executing IT/OT project management for various aspects of the J62 portfolio, and the assigned programs. Provides support in achieving DLA audit readiness goals and objectives to include direct support to audit readiness teams through the completion of specific tasks and deliverables. Evaluates and plans projects through consideration of customer capability needs, official policy, operating views and program information analysis. Responsible for the coordination, implementation and oversight of various IT/OT project management approaches, emerging IT/OT acquisition strategies and application of appropriate methodologies ... ... in conjunction with the analysis of performance measures and quality management. Responsible for capturing and interpreting metrics related to technical performance of deployed capabilities as assigned. Leads and manages the development and execution of focused Plans of Action and Milestones (POAMs) for each project. Develops and establishes short, mid and long-range planning objectives and priorities. Responsible for planning, organizing, and directing enterprise-wide, multi-disciplined projects, initiatives, and operations throughout the Agency. Maintains communications and situational awareness of project scope, schedules, resource requirements, and status with all stakeholders to include: project team members, team member supervisors, senior management, and a wide array of DLA customers.

Qualifications

To qualify for an IT Project Manager (SYSANALYSIS) your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Expert skill in applying IT/OT program and project management policies, principles, methods, and practices to: define project resources, milestones and deliverables; develop project plans and schedules. - Lead and influence multi-disciplined project teams; negotiate with managers for project resources. - Monitors IT/OT project activities; address and solve project problems; communicate project status to stakeholders; and manage the constraints of delivering a complete project within scope, schedule and cost. - Utilizes information systems technologies, telecommunications, networking, and systems architecture as currently implemented and understood in both government and the private sector. - Responsible for general office tasks, managing and coordinating with appropriate action officers as required, providing timely status updates; ensuring suspense's are met for on time delivery. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
