About the Position: This is a Lock & Dam Operator Supervisor position with the Little Rock Operations Division, McClellan-Kerr Project Office.

Duties

Responsible for independently planning the use of subordinate workers, equipment, facilities, materials and tools to accomplish lock and dam and, at some sites, fish ladder and/or salt water intrusion operations. Establish deadlines, working hours, hazard analysis, safety guidelines, training requirements, preventive maintenance orders, work procedures and sequences to be followed. Furnish opinions and recommendations concerning changes to organizational structure and position management issues involving lock and dam operations. Prepare and oversee the monthly preparation of special reports, such as accident, emergency, criminal, safety, or incident reports. Implement procedures to minimize damage to any lock structure by vessels, barges, log tows, floating debris, and deadheads. Ensure the two-way electronic communication equipment (such as VHF or marine radios), and the public address systems are available and in good working condition. Maintain surveillance over the operations of locks, dams, other buildings and grounds, and at some sites, the fish ladder and/or salt water intrusion equipment to assure that property is not being abused or used in an unsafe manner.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Drug screening and random drug testing.
  • Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements
  • Incumbent may also be required to have a valid state driver's license based on job-related, site- specific requirements.
  • Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • Employee may be required to acquire and maintain appropriate Corps of Engineers equipment operating licenses based on site specific requirements.
  • Business Travel (TDY) is up to 10%.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock & Dam Operator Supervisor with the ability to perform complex maintenance repair and inspection duties. This includes performing common maintenance repair and inspection duties; performing preventative maintenance and identifying issues of electrical, hydrological, pneumatic, and mechanical systems; working under normal supervisor; and performing common operation of lock and dam gates. - Failure to meet this Screen-out Element will result in an ineligible rating. Ability to Interpret Instructions, Specification, etc. (includes blueprint reading)Ability to lead or superviseDexterity and SafetyKnowledge of Equipment Assembly, Installation, Repair, etc.Technical Practices (theoretical, precise, artistic) PHYSICAL EFFORT: Work requires frequent standing, stooping, stretching, climbing and crouching. Lifts and carries items weighing up to 50 pounds. May occasionally lift and carry items weighing over 50 pounds. Uses coordination of eyes, hands and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes, enclosed switchgear structures, or on overhead structures. Climbs ladders and poles. WORKING CONDITIONS: Works inside and outside, subject to changing climatic conditions, loud noises, prolonged standing, falling, water hazards, drowning, cuts and bruises. Works in cramped places and is exposed to dirt, grease, fumes, and dust; works around heavy construction machinery, with and around power shop equipment. Occasionally will work behind bulkheads or in tunnels below water level.
